Full Job Description
This position supportsthe fair and consistent enforcement of municipal bylaws within the City of Salmon Arm. Reporting to the Bylaw Supervisor, the Bylaw Enforcement Officer I responds to public complaints, investigates bylaw and animal control matters, liaises with the public and other enforcement agencies, maintains accurate enforcement files, and assists with court-related documentation and proceedings when required.

The position's core duties include, but are not limited to:

Responsibilities
  • Respond to complaints from the public regarding bylaw violations and animal control matters in accordance with established policy.
  • Enforce City of Salmon Arm bylaws, vehicle parking regulations, and other regulatory requirements, including periodic parking enforcement throughout the City.
  • Respond to enforcement requests forwarded by City staff, including matters such as water restrictions, ice and snow removal, unsightly premises, and business licensing.
  • Liaise with other law enforcement agencies and assist City departments with bylaw and regulatory enforcement as required.
  • Communicate regulatory bylaw information to the public, maintain records and files, provide statistical reports, monitor
    and maintain the parking meter network, and perform other related duties as assigned.

Required Qualifications
  • Minimum Grade 12 education, or proven equivalent.
  • Completion of JIBC "Bylaw Compliance, Enforcement & Investigative Skills 1" or equivalent
  • Minimum two (2) years' experience in the bylaw enforcement field, previous experience as a law enforcement officer, or an equivalent combination of education and experience.
  • Valid British Columbia driver's license with a clean Driver's Abstract.
  • Working knowledge of the court and judicial system, legislation regarding bylaw enforcement, litigation preparation, and acting as the bylaw prosecutor.
  • Demonstrated ability to prepare clear, concise reports and prepare and present evidence in court as required.
  • Demonstrated ability to use tact, diplomacy, and courtesy when dealing with the general public.
  • Experience using Microsoft Office software.
  • Strong organizational skills and demonstrated ability to use and maintain a records management or tracking system.
  • Experience with animal control would be considered an asset.

Remuneration for this position is in accordance with the CUPE Local 1908 Collective Agreement, beginning at $40.46 per hour plus 14% in lieu of statutory holidays, benefits and vacation. As a condition of employment, the successful candidate will be required to join the union and pay union dues via payroll deduction.
