Job Summary
Under general direction plans, organizes, directs and coordinates functional systems management and project delivery for the institution's Enterprise Resource Planning (ERP) system and integrated application portfolio. Oversees the operational lifecycle of ERP modules and related systems modules including patch management, and system change coordination; facilitates functional configuration, user acceptance testing, and cross departmental readiness for both Banner module updates and integrated third-party systems; serves as the primary change management champion for the enterprise applications portfolio, building adoption and facilitating training coordination across the institution; directly supervises Systems Analysts within the Enterprise Applications Team; and performs related duties as assigned.

The Business Systems Manager focuses specifically on the functional layer of enterprise systems - ensuring that operational departments are prepared for and engaged in system changes, that vendor relationships and issue queues are actively managed, and that the institution's enterprise application portfolio advances through coordinated, well supported change processes. The incumbent operates at the intersection of IT and institutional operations, directing the work of Enterprise Systems Analysts and serving as the primary point of coordination between the Enterprise Systems team and functional department stakeholders.

Patch Management

1. Coordinates the ERP and patch management lifecycle; works with the Manager, Enterprise Systems and IT engineering staff to plan and schedule patch releases; ensures functional departments are informed of upcoming changes, prepared for required configuration reviews, and engaged in pre- and post-patch validation activities.

2. Manages the institution's vendor support ticket portfolios; ensures that tickets submitted are complete, accurately documented, and reflect current functional requirements; tracks open tickets through to resolution and coordinates with functional departments to ensure timely responses when additional information or delivers solutions for implementation.

3. Monitors release notes, product advisories, and support communications; communicates relevant updates to functional stakeholders and coordinates readiness activities in advance of system changes.

4. Coordinates with engineering staff on the technical execution of patches and system updates; serves as the functional liaison ensuring that engineering timelines and functional readiness activities are aligned.

Functional Project Delivery

5. Plans, coordinates, and facilitates functional delivery for ERP system projects including module updates, annual regulatory and compliance changes, and integrated third-party system implementations.

6. Works with functional department leads and subject matter experts to define functional requirements, validate configuration approaches, and confirm that proposed system changes meet operational needs; directs Enterprise Systems Analysts in requirements gathering, business process analysis, and functional documentation activities.

7. Develops and Coordinates user acceptance testing (UAT) activities across functional departments; works with functional owners to establish testing schedules, define acceptance criteria, and ensure full participation; tracks test completion and communicates status to the IT leadership and project stakeholders.

8. Develops and maintains project plans, milestone schedules, and stakeholder responsibility matrices for functional project activities; monitors progress, identifies risks, and communicates status updates to IT leadership and institutional stakeholders.

9. Facilitates cross-departmental project meetings; drives meetings to decisions, documents outcomes and action items, and tracks completion of functional commitments across participating departments.

10. Tracks applicable regulatory and compliance requirements from the California Community College Chancellor's Office (CCCCO), federal agencies, and other governing bodies affecting Banner modules and integrated systems; initiates functional project planning activities in advance of compliance deadlines.

Change Management and Portfolio Coordination

11. Serves as the change management resource for the enterprise applications portfolio; builds and maintains relationships with functional department staff and leadership to support awareness, understanding, and adoption of system changes across the institution.

12. Coordinates training for enterprise system changes; works with functional departments to plan training logistics, communications, and scheduling; ensures training activities are inclusive, accessible, and appropriately timed relative to system change implementation.

13. Develops and distributes project updates, change communications, and system readiness information to functional stakeholders; maintains documentation of business process changes, configuration decisions, and implementation outcomes.

14. Participates in participatory governance committees and processes and relevant technology planning bodies; represents the IT team in cross-functional institutional initiatives as assigned.

15. Keeps current on trends, best practices, and regulatory developments in higher education enterprise systems; maintains and develops functional knowledge of ERP modules and the broader enterprise application portfolio.

Staff Supervision and Team Leadership

16. Directly supervises Enterprise Systems Analysts; provides day-to-day direction, assigns and prioritizes work in alignment with project and operational needs, conducts performance evaluations, and supports professional development.

17. Coordinates Enterprise Systems Analyst assignments across patch management, functional project delivery, compliance work, and operational support activities in alignment with team capacity and institutional priorities.

18. Assists in developing and implementing IT policies, procedures, and standards related to functional systems management and enterprise application operations.

19. Demonstrates an understanding of, sensitivity to, and appreciation for the diverse academic, socioeconomic, cultural, disability, gender identity, religious, sexual orientation, and ethnic backgrounds of students and staff attending or working on a community college campus.

20. Performs related duties as assigned.

Qualifications
Required Education and Experience

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Graduation from an accredited four-year college or university with a bachelor's degree in information systems, business administration, public administration, or a related field; and at least three years of progressively responsible experience in functional ERP coordination, enterprise systems project management, or business systems analysis in a higher education or public sector environment, including at least one year of lead or supervisory experience; or an equivalent combination of training and experience.

Desired Education and/or Experience
• Project Management Professional (PMP), CAPM, or project management.
• Direct functional experience with higher education software providers such as Ellucian, PeopleSoft, Jenzabar (etc) in one or more module areas including Financial Aid, Finance, Human Resources, or Student Services.
• Experience in a California Community College environment, including familiarity with CCCCO reporting requirements and MIS data standards.

Knowledge of
• Functional operations and configuration of enterprise ERP systems, particularly Ellucian Banner or comparable higher education SIS/ERP platforms.
• Project management methods, tools, and techniques including scope management, stakeholder communication, risk tracking, and change control.
• Patch management processes and vendor support lifecycle management for enterprise software systems.
• Business process analysis and documentation methods.
• Principles and practices of change management and organizational adoption of technology. • Federal and state regulations applicable to higher education functional operations, including FERPA, GLBA, Title IV Financial Aid requirements, and applicable CCCCO directives.
• Higher education organizational structures, governance models, and participatory decision-making processes.
• Principles of employee supervision, performance management, and professional development. • Collaboration and project tracking platforms and tools.
• Principles and practices of sound business communication including technical documentation and report writing.
