Summary

This position is located in the Washington Headquarters Services (WHS), Facilities Services Directorate (FSD). FSD's mission is to ensure the 24/7 readiness of the Pentagon Reservation for DoW and National Leadership and to provide a safe, secure, and effective working environment. As the Business Operations Manager, the incumbent orchestrates executive administration, policy integration, and strategic initiatives to advance the priorities of the FSD Director and Deputy Director.

Duties

Incumbents typical work assignments may include the following:

  • Serves as the central integration point for the FSD Front Office, directing executive engagements, business processes, correspondence, and staff actions to advance the priorities of the Director and Deputy Director.
  • Shapes the organization's strategic direction by analyzing policy, authoring decision papers and briefings for senior leadership, and resolving complex issues across management, financial, and mission-related disciplines.
  • Leads business process re-engineering initiatives across the directorate, applying continuous improvement methodologies to streamline workflows, enhance customer service, and optimize the delivery of facility services.
  • Provides executive decision support by critically evaluating all read-ahead materials for senior leadership, ensuring information is well-reasoned and thoroughly vetted, and exercising discretion when coordinating sensitive, program-related concerns.
  • Directs the implementation of internal control and governance frameworks for business operations, ensuring compliance with departmental directives, audit requirements, and risk management protocols.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-13 in the Federal Service (experience may have been gained in the private sector) which has given me the knowledge, skills, and abilities to successfully perform the duties related to the position being filled. Specialized experience is defined as: (1) Managing key operational and administrative functions for a directorate or equivalent organizational level, including tracking executive correspondence, preparing staff actions, and ensuring the timely completion of assignments; (2) Analyzing and evaluating administrative or operational programs to identify inefficiencies and recommend solutions for process improvement and resource optimization; and (3) Assisting in the implementation of internal controls and ensuring operational activities comply with established organizational policies and procedures.

You may qualify at the GS-14 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-13 in the Federal Service (experience may have been gained in the private sector) which has given me the knowledge, skills, and abilities to successfully perform the duties related to the position being filled. Specialized experience is defined as: (1) Leading business process re-engineering initiatives by applying continuous improvement methodologies to identify and resolve systemic operational inefficiencies and enhance the delivery of organizational services; (2) Serving as a principal advisor to senior leadership by authoring and defending high-level strategic documents (e.g., decision papers, position papers, strategic plans), shaping organizational strategy, and formulating recommendations on novel and complex issues impacting agency programs; and (3) Developing and implementing internal control and governance frameworks to ensure compliance with enterprise directives, audit requirements, and risk management protocols.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
