Posting Summary

Rutgers is seeking a Business Manager I for the Institute for Nicotine and Tobacco Studies (INTS), located in New Brunswick, NJ. With the Senior Administrative Leadership of the Institute, the Business Manager I will be responsible for managing all financial aspects of the Rutgers Institute for Nicotine and Tobacco Studies (INTS). The Business Manager I will provide financial support for INTS grants and contracts as well as support the achievement of financial performance goals for INTS. This individual will be responsible for providing in-depth analysis of financial data in several systems to support the streamlining of processes and management of INTS' Grants and Contracts performance management. The Business Manager I will work closely with other related financial functions within RBHS and Rutgers Central Administration (e.g., Office for Research (OFR/ORSP/OCC); Research Financial Services (RFS) to ensure compliance with policies and regulations, streamline workflows, and support organizational initiatives and improved efficiencies while maintaining a collaborative atmosphere that fosters the Institute's mission.

Duties include:
  • Provides financial oversight, development, implementation and management of operational budgets, endowments, gifts, program income, and discretionary accounts across the Institute.
    • Supports the development of the Institute's annual operating budget ensuring it aligns with strategic priorities.
    • Monitors performance and explanation of significant variances in the Institute's budget.
    • Reviews trends in revenue and expenses and forecasting financial impacts pertaining to overall Institute-wide activities.
  • Responsible for post-award financial implementation and management of sponsored and non-sponsored projects to support Principal Investigators.
    • Formulates sponsored and non-sponsored project budget projections via review of monthly and fiscal year end variance analysis; routinely reports analyses to Principal Investigators and INTS leadership.
    • Supports the thorough review of complex grants and contracts for budgeting and invoicing according to federal regulatory and institutional requirements. Prepares adjusting journal entries, transfers, and allocations of personnel on and off projects via employee charging instructions (ECI).
    • Responsible for the collection of financial information required for management reporting.
  • Participates in pre-award activities to facilitates the Institute's research goals.
    • Provides supports to Principal Investigators to develop sound budgets for grant and contract proposals.
    • Acts as the primary finance approver for RAPSS submissions
    • Supports the timely preparation of Other Support documentation for INTS researchers.

Required Knowledge, Skills, and Abilities
  • Bachelor's Degree in a Finance, Accounting, Business or related field required such as certificate of Finance and Accounting Business School required.
  • Five (5) years of related financial management experience working in university finance is required. Two (2) years of experience at the supervisory/managerial level required.
  • The ideal candidate will have excellent business acumen, accounting skills, detail oriented, excellent organizational skills.
  • Proficient in computer applications at an advanced level (Word, Excel, PowerPoint), possess excellent communication and interpersonal skills, be able to resourceful by maximizing the utilization of the Rutgers resources.
  • Equivalent education and/or training may be substituted for the degree requirement.


Preferred Qualifications
  • Experience with Oracle Cloud Financials
  • Strong experience managing a large portfolio of sponsored Grants and Contracts from various types of Sponsoring Agencies
  • Strong knowledge of Research grants and contracts budgeting and federal guidelines/regulations pertaining to Research and Development
