Job Description
Position Summary:

The Business Manager oversees all accounting and financial operations for the CSU Health Network and the Recreation Center, managing annual operating budgets of approximately $37 million. This role provides strategic leadership for integrated financial sustainability, accountability, and innovation across the organization. This position partners closely with university fiscal offices and serves as a key advisor to the Executive Directors on financial planning and resource allocation. It ensures the organization maintains financial integrity, meets regulatory requirements, and aligns resources with operational priorities.

Essential Job Duties:
  • Lead and direct all budgeting processes, including formulation, allocation, monitoring, forecasting, and multi-year planning for a ~$37M organizational budgets.
  • Leads and mentors accounting staff to foster a culture of accountability, accuracy, and continuous improvement. Directly manage and supervise professional staff, including hiring, performance management, coaching, and development.
  • Oversee appropriated funds, cash funds, contracts, and grants to ensure compliance with local, federal and state regulations, Generally Accepted Accounting Principles (GAAP), and other applicable healthcare financial standards.
  • Develop and monitor revenue and expense projections, conduct detailed financial analyses to guide organizational decision-making for financial sustainability.
  • Establish and implement consistent financial reports and statements that succinctly and comprehensively convey information on assets and liabilities to guide organizational decision-making. These financial analyses and reports include integration of (a) Student Health Insurance Plan (SHIP) plan design, pricing, and billing operations and (b) third-party contract agreements, pricing and billing operations that have impact on operating budgets.
  • Serve as primary liaison for procurement, contracting, and purchasing, ensuring adherence to compliance standards and efficient operational processes.
  • Ensures the development and monitoring of internal financial controls and works with internal audit as needed.
  • Develop and implement operational financial plans and ensure achievement of overall functional results aligned with organizational priorities.

Minimum Qualifications:
  • Bachelor's degree in Accounting, Finance, or related field from an accredited university.
  • 8+ years previous experience managing employees.
  • Proficiency with financial analytics software (e.g., Tableau, Power BI, Excel) and electronic health systems including billing functions.
  • 5+ years of progressive financial leadership experience in an outpatient healthcare or hospital setting to include revenue cycle management and supervisory experience, and market knowledge of outpatient services, billing and operations.
  • Strong understanding of healthcare reimbursement methodologies, including Medicare, Medicaid, and commercial payers.
  • Excellent leadership, analytical, strategic thinking, and communication skills.
  • Excellent interpersonal skills with a collaborative, team-oriented leadership style.
  • Ability to work under pressure, solve problems, and negotiate. Demonstrated success in cost reduction, operational efficiency, or revenue enhancement initiatives. Ability to translate complex financial information for non-financial audiences, including clinical leaders and board members.


Preferred Qualifications:
  • Master's degree in Accounting, Business Administration, or Healthcare Administration from an accredited university.
  • Involvement with managed care contract negotiation and payer relations.
  • Familiarity with recreation center financial operations, healthcare financial systems and electronic medical record (EMR) platforms is highly desirable.
  • Knowledge of healthcare grants and alternative payment models (APMs).
  • Experience working in a university healthcare environment.
  • Certified Public Accountant (CPA).

Salary Range
