JOB SUMMARY

The Business Development Manager will be responsible for developing and executing Bay Ltd.'s business development strategy across the Corpus Christi and South Texas industrial market. The primary objective is to establish and maintain strong relationships with owners, operators, EPC contractors, and other key stakeholders; identify upcoming projects and maintenance opportunities and position Bay Ltd to secure profitable work across its construction, fabrication, maintenance, and industrial services capabilities. The role will have a strong field presence, requiring regular interaction with clients, project stakeholders, and industry organizations throughout the region.

ESSENTIAL FUNCTIONS

Market Development

  • Develop and maintain a comprehensive understanding of the Corpus Christi and South Texas industrial market.
  • Continuously obtain market intelligence and disseminate the information internally.
  • Identify upcoming capital projects, maintenance programs, turnarounds, expansions, and brownfield opportunities.
  • Develop and implement sales growth strategies and plans, in conjunction with the SVP BD and other Senior Executives, to maximize market penetration and develop new market opportunities.
  • Develop a forward-looking 12-24 month opportunity pipeline.
  • Identify target clients and develop account strategies for each.
  • Monitor competitor activity, market conditions, and upcoming project awards.
  • Establish Bay Ltd as a preferred contractor within the regional industrial market.

Client & Relationship Management

  • Develop senior-level relationships with owners, operators, EPCs, engineering firms, and major contractors.
  • Regularly visit client facilities and project locations.
  • Arrange and lead client meetings, presentations, and capability discussions.
  • Maintain regular contact with key decision-makers before projects reach the bidding stage.
  • Understand client requirements, procurement strategies, project schedules, and contracting preferences.
  • Understand the client's business drivers, the decision-making process and their gaps in order to propose solutions aligned with Bay Ltd.'s core capabilities.
  • Develop long-term strategic relationships rather than relying solely on formal bid opportunities.

Opportunity Identification & Qualification

  • Identify and qualify new business opportunities consistent with Bay Ltd.'s capabilities and strategic objectives.
  • Maintain an accurate opportunity pipeline and provide regular reporting to the COO.
  • Work closely with Operations, Estimating, Project Controls and Executive Management to determine Go / No-Go recommendations.
  • Ensure opportunities are properly qualified before significant estimating resources are committed.
  • Develop capture strategies for strategically important projects.

Proposal & Estimating Support

  • Work with the estimating and proposal teams to ensure client requirements and commercial intelligence are properly understood.
  • Coordinate client meetings, site visits, pre-bid meetings, and clarification activities.
  • Support development of win strategies, differentiators, and client-specific proposals.
  • Maintain ownership of the client relationship throughout the bidding process.
  • Assist with negotiations and commercial discussions through contract award.

Strategic Account Management

  • Develop and follow specific account plans for key Corpus Christi-area clients and contractors.
  • Build relationships with major refinery and petrochemical operators.
  • Develop relationships with LNG and gas processing companies.
  • Engage midstream and pipeline operators.
  • Develop strategic relationships with major EPC contractors.
  • Pursue industrial manufacturing and port/marine-related industrial opportunities.
  • Develop relationships with major maintenance and turnaround contractors.

Internal Responsibilities: The Business Development Manager will work closely with the following functions:

  • COO - overall market strategy, priorities, and accountability
  • Operations - capacity, capabilities, and execution strategy
  • Estimating - opportunity qualification and pricing
  • Project Controls - project intelligence and forecasting
  • Proposals - proposal strategy and submissions
  • Executive Management - strategic accounts and major pursuits
  • HSE / Quality - client requirements and prequalification

Key Performance Indicators:

  • Qualified sales pipeline value
  • Number and quality of new client relationships established
  • Number of qualified opportunities identified
  • Bid-to-win ratio
  • Revenue generated from new clients
  • Gross margin generated from new work
  • Growth within strategic accounts

The position will not operate as an independent sales function. It will be responsible for bringing qualified opportunities into the organization and ensuring that Business Development, Estimating and Operations remain aligned.

EDUCATION AND EXPERIENCE REQUIREMENTS

  • Bachelor's degree in related field preferred
  • 7+ years of business development, sales, estimating, project management or operations experience within industrial construction or energy.
  • Strong knowledge of the Corpus Christi / South Texas industrial market.
  • Understanding of industrial construction, fabrication, maintenance, and turnaround activities.
  • Strong commercial awareness and ability to understand project economics.
  • Strong understanding of the project lifecycle from early opportunity identification through contract award.
  • Proficient knowledge of the energy industry including:
    • Oil, Gas, Chemicals
    • Renewables and Clean Energy

SKILLS / KEY COMPETENCIES

  • Working knowledge of applicable construction codes, policies, standards, and best practices.
  • Ability to communicate effectively and professionally with customers and employees at all levels.
  • Knowledge of all relevant local, state, and federal laws
  • Established relationships with owners, operators, EPCs, and industrial contractors preferred.
  • Ability to read, understand, and interpret contract documents such as scopes of work and project schedules.
  • Exercise discretion and independent judgment when handling day-to-day information.
  • Must be proactive and self-motivated with the ability to work with minimal supervision.
  • Excellent time-management skills to plan, organize, and prioritize tasks and responsibilities to meet deadlines and adjust to changing priorities.
  • Ability to work cooperatively across all levels, delivering on commitments - results-oriented.
  • Ability to work independently while maintaining strong communication with corporate leadership.
  • Willingness to spend significant time in the field developing relationships and visiting clients.
  • Strong analytical skills required to understand and interpret data.

  • Proficient in Microsoft Office (SharePoint, Word, Excel, Outlook, and Teams).
  • Experience with Power BI is a plus.
  • Experience with Salesforce or equivalent CRM's preferred.

  • Must be able to work non-routine hours when necessary.
  • Must have a valid, unexpired driver's license.
  • Ability and willingness to travel as required for out-of-town travel assignments.
