Business Consultants at Experience Level 3 are Consultants that can demonstrate in their submitted examples that they have the ability to:
1. Identify, define, model and document business needs, including the ability to:
a) model and document technical solutions,
b) develop and present business cases including feasibility studies, risk assessments and cost benefit analysis of solution alternatives,
c) define and document product and funding for development and ongoing support,
d) develop presentations, reports and submissions required by clients to secure approval and funding from Executive or Treasury Board, and
e) develop work plans;
2. Interact professionally and productively with a wide variety of people in diverse roles (e.g. executives, contractors, technical experts, naïve users) to develop and implement:
a) automated business processes,
b) service agreements with service consumers and suppliers,
c) appropriate service management processes,
d) training/educational materials, and
e) application maintenance support; and
3. Manage the quality of the delivered business solution to ensure it meets the quality expectations:
a) ensure structure, design and development of the deliverables is in compliance with applicable standards,
b) monitor/control project progress, resource usage and cost, and
c) ensure performance of technical reviews and audits and obtain required approvals before implementation.
The Business Consultant is required to have the following skills and experience:
• Degree or diploma in computer science or a related field, demonstrated ongoing learning activities, or an equivalent combination of education and experience;
• Excellent oral and written communication skills with demonstrated experience communicating effectively to a broad range of stakeholders;
• bility to ensure client requirements and priorities are understood and met throughout the systems development life cycle (e.g. change management, problem resolution, user acceptance testing, implementation, and post implementation reviews); and
• Experience managing business impact of systems changes.
In addition to the skills and experience set out above, the Proponents must demonstrate that the proposed Consultant(s) have the following additional skills and experience:
• bility to conduct analysis and document requirements, create test plans, create and document migration plans, etc. related to creating the appropriate views, aggregate levels, etc. for new or modifying existing data loads;
• bility to identify data conflicts for re-prioritization and investigate data anomalies between data warehouses;
• Experience with the Education Data Warehouse (EDW) and GAME (the ETL used for the historical data loads);
• Experience working with development of data loads used by the Ministry of Education; and
• Experience working with BC Government core policy, compliance, and standards.
The Contractor's responsibilities will include the following:
• Review project plan and provide input on any risks, issues, dependencies of data loads;
• dvise of any impacts from other projects at the Ministry;
• ttend project meetings, including those related to the agile approach (scrums, demos, retrospectives, planning session, etc.);
• Provide associated Ministry standard deliverables for Ministry review and acceptance; and
• Liaise and assist Service Provider resources to analyse the design approaches and assess impacts to the business requirements.
