Job Description:
Updated manager's note: Client, definitely, they need to be local. The request around permit mgmt etc is a highly desirable. However, if they have a solid background in functional/technical business analysis, that could work. However, location is a requirement.
Client note: We are going to go with more a BA generalist with some supplemental skills around permit management, order management, contract management and CRM.
Summary:
The Business Analyst - Land Management is responsible for providing subject matter expertise for the City's Land Management, Permitting and Work Order Management systems and for developing the functional requirements, testing training, implementation and support artifacts specific to the Land Management application portfolio in close collaboration with the business domain and business subject matter experts. Create and maintain the strategic partnership between business stakeholders and Customer IT delivery.
Qualifications:
• BA/BS in Accounting, Finance, Business Administration, Marketing, Information Systems Management, Computer Science or related field, or an equivalent combination of education and/or experience
• 4 to 6 years of related work experience with progressively increasing responsibility
• Local government experience strongly desired
• Knowledge of work order management systems such as Lucity desired.
• Has participated end-to-end in an average size Permitting or work order system implementation in the last 3 years.
• dvanced knowledge of SDLC methodology
• dvanced analytical, project planning, negotiating, interpersonal, and communication skills (written and oral)
• dvanced proficiency using various Microsoft Office products - Visio and Project.
Skills:
• 3-5 years' experience and/or certifications in land management applications
• Working knowledge of IT operational procedures and processes.
• Strong interpersonal skills
• Project management, process and documentation skills
• Detail oriented, able to multi-task and meet deadlines
• Self-motivated and able to work under minimum supervision
• Experience in gathering user requirements and production of formal business requirements and functional specifications

Responsibilities:
? Technical Leadership, Strategy, and Management
o ssembles, analyzes, and represents customer business requirements.
o Collaborate with internal and external customers to elicit their business concerns and develop workable solutions
o Participate in planning initiatives, feasibility studies, cost/benefit analyses, and new applications requirements
o ct as the liaison between the Customer business units and the IT support staff responsible for coordination of activities with application analysts and support staff.
o Work with customers to prepare test plans, scenarios and data
o Oversee user acceptance testing, develop user guides, provide user training, and support the user in the development of work processes
o Understand, document and manage business, functional, and data flow requirements
o Provide day-to-day operations support, research and resolve problems associated with application transactions or processing.
o Translate stakeholder requirements into various documentation deliverables such as functional specifications, use cases, workflow/process diagrams, and data flow/data model diagrams
