Business AnalystHybrid (Onsite 2 days/wk including Wednesday)
Description:Diversified Systems is searching for a Business Analyst to serve as a Delivery & Validation Business Analyst, supporting application modernization, technology upgrades, infrastructure initiatives, system migrations, and other technology projects across the agency.
The position will perform core business analysis responsibilities with a specialization in requirements traceability, solution validation, business readiness, and transition to production. The analyst will work closely with business stakeholders, Project Managers, Application Development, architects, technical teams, vendors, and other partners to understand business needs and translate them into clear, structured, and actionable requirements.
Responsibilities:- Serves as a Delivery & Validation Business Analyst within the PMO supporting application modernization, upgrades, migrations, infrastructure, and other technology initiatives.
- Elicits, analyzes, validates, and documents business requirements, processes, workflows, business rules, and acceptance criteria.
- Develops current-state and future-state documentation and performs gap, impact, dependency, and process analysis.
- Evaluates proposed solutions against business requirements, processes, constraints, and intended outcomes and identifies gaps requiring resolution.
- Maintains traceability between business requirements, solution decisions, validation activities, defects, changes, and stakeholder acceptance.
- Develops structured business validation and UAT scenarios and coordinates testers, schedules, test execution, results, and defect tracking.
- Supports business and operational readiness for application releases, technology upgrades, infrastructure changes, migrations, and production cutovers.
- Assesses stakeholder impacts and develops appropriate communications, user documentation, job aids, training, or other adoption materials when needed.
- Collaborates with business stakeholders, Project Managers, Application Development, architects, technical teams, vendors, and other project partners.
- Independently manages assigned analysis activities and priorities while proactively communicating progress, risks, issues, gaps, and recommendations.
Requirements:- Experience performing business analysis for application modernization, technology upgrades, infrastructure initiatives, system migrations, or other complex technology projects required.
- Experience eliciting, analyzing, documenting, validating, and maintaining business and functional requirements across business and technical stakeholder groups required.
- Experience developing current-state and future-state process documentation, gap analyses, business impact assessments, workflows, and other structured analysis artifacts required.
- Experience evaluating proposed technology solutions against business requirements, processes, constraints, and intended business outcomes required.
- Experience developing and coordinating UAT or other business validation activities, including requirements-based test scenarios, test case execution, defect management, traceability, and stakeholder acceptance required.
- Experience supporting release readiness, application readiness, system migrations, production cutovers, regression validation, and post-implementation activities required.
- Experience supporting regulatory, compliance, or public-sector business processes, including documentation of statutory requirements, business rules, workflows, and operational procedures required.
- Experience producing clear, professional business and technical documentation and communicating complex information effectively to business and technical audiences required.
- Ability to independently organize work, manage competing priorities, identify gaps and risks, take ownership of assigned deliverables, and develop well-reasoned recommendations required.
- Experience using Azure DevOps or comparable project/test-management tools highly desired.
- Experience supporting internally developed applications, including CAI system or InfoMap, highly desired.
