Job Details

JPL's Guidance and Control Section is seeking an experienced and motivated Business Administrator II. This is an exciting opportunity to be part of an organization that conducts world class research and flight implementation in autonomous guidance, navigation and control systems including pin-point and safe landing, space rendezvous, formation flying, and precision pointing, among others.

You will be a member of the 7354 Business Team and provide administrative / analyst support to Section 354. You will execute a broad range of business functions for your assigned organization reporting directly to the Section Business Manager.

Responsibilities:

The Business Administrator is responsible for providing direction on all aspects of a broad range of administrative functions. Represents the organization on administrative matters in support of the organization's strategic goals and objectives. Implements, interprets, facilitates, advises and recommends internal administrative policies and procedures in the areas of finance, human resources, facilities, acquisitions, communications, safety, IT, property assets, EH&S compliance, documentation and day to day operations. Ensures organizational, management, and employee compliance with Institute policies and procedures, as well as Government regulations. Acts as a liaison to other Laboratory organizations and may participate on various committees. May oversee events/programs for organization and/or Laboratory.

Tasks include but are not limited to:
  • Assisting the Business Manager with a variety of activities including budget development and financial planning, analysis, and reporting oversight, workforce analysis, rewards and recognition, facilities, safety, and property management.
  • Preparing ad-hoc, monthly and quarterly scheduled financial analyses, reports and data as requested by management for strategic planning, performance reporting and forecasting.
  • Lead and/or contribute to initiatives focused on process improvement, budget streamlining, and business systems enhancement such as developing automated reports, dashboards, and business metrics using advanced query tools and multiple data sources.
  • Liaisons with acquisitions partner to create requests for contractor personnel.
  • Manages the organizations website and SharePoint platform for internal and external communication and collaboration.
  • Stay informed on industry best practices and implement improvements where applicable.
  • Assist in developing, coordinating, and improving procedures within the organization to meet JPL's administrative and business requirements.
  • Perform special projects and assignments as needed.
  • Having broad general knowledge of safety, environmental, property and facility-related business operations.
  • Collaborate with customers to achieve business objectives and increase the efficiency of the organization, as well as serve as a liaison on a variety of business-related issues.
  • Exercise sound judgment and discretion in evaluating solutions to significant business challenges.
  • Serve as a trusted advisor to internal JPL stakeholders.
  • Perform ad hoc duties as needed.


Qualifications:
  • Typically requires a Bachelor's degree in Business Administration, Finance, Accounting or related discipline with a minimum of 3 years of related experience; Master's degree in similar disciplines with a minimum of 1 year of related experience
  • Broad understanding and wide application of advanced principles, theories, concepts and techniques in Business Administration, Financial Planning, Workforce Administration, Safety and Facility Management.
  • Wide-ranging experience and sophisticated knowledge in one or more of the following: budgeting, financial analysis, reporting, human resources, workforce planning, safety, property, and facility management.
  • Ability to present complex findings in a clear, concise manner using graphics, tables and high-level summarization - both verbally and in writing.
  • Must have advanced skills in MS Office Suite (Word, Excel, PowerPoint, Access, Outlook, etc.) and familiarity with Workday.
  • Must be a self-starter with strong analytical and problem-solving skills with proven track record to plan, prioritize, multi-task, complete assignments, and resolve highly complex issues independently and in a team environment.
  • Successful history of establishing trust with customers and working as a strong, collaborative business partner with all levels of personnel, and an ability to effectively lead teams of both business and technical groups.
  • Must have the ability to use tact and discretion when working with critical or confidential data.
  • Strong analytical and financial skills in conjunction with excellent communication, training, and presentation skills.
  • Excellent customer service, organizational, interpersonal, verbal and written communication skills.
