Full Job Description
The Division of Medicaid has an exciting career opportunity for a dynamic forward-thinking, innovative professional with strong leadership and communication skills who can excel under pressure as a Bureau Chief at our downtown Boise location. This position will be located at the Department's downtown Boise office and reports directly to the Deputy Administrator of Operations. The Bureau Chief of Enterprise Systems provides executive leadership and strategic direction for the Medicaid Enterprise Systems Bureau and has primary oversight of the Medicaid Management Information System (MMIS), including claims processing and provider enrollment systems; Medicaid Management Information System (MMIS) modernization and procurement; Payment Error Rate Measurement (PERM) audit support; federally required Advanced Planning Documents (APDs); multi-million-dollar contracts; Transformed Medicaid Statistical Information System (T-MSIS) reporting; and enterprise Medicaid data reporting that supports program operations, financial management, and federal compliance. The Bureau Chief serves as the executive liaison between the Division of Medicaid, executive leadership, federal and state partners, contractors, and internal business units, providing strategic leadership to ensure Medicaid Enterprise Systems remain compliant, operationally effective, and aligned with program objectives. This position is responsible for fostering collaboration across stakeholders, advancing technology initiatives, ensuring regulatory compliance, and maximizing federal funding opportunities while supporting the delivery of high-quality Medicaid services. This position may be eligible for limited telework after successful completion of probation and necessary training. Approval to telecommute is not guaranteed and subject to termination at any time. This position is a non-classified position and exempt from classified state service and the rules of the Division of Human Resources and the Idaho Personnel Commission. All contributions can be pre-tax (full-time/30+ hours per week) - 2 voluntary supplemental retirement plans including both pre-tax and Roth options - Deferred compensation plan - Life insurance for self, spouse, and children - Short and long-term disability insurance - Flexible Spending Accounts (FSA) - Wide variety of training opportunities - Some positions offer flexible hours and/or telecommuting - Additional perks and discounts available through medical provider - Public Service Loan Forgiveness (PSLF) Eligibility - Employee assistance program Additional information related to benefits and/or State programs can be found here: https://dhr.idaho.gov/StateEmployees/Benefits.html.* EXAMPLE OF DUTIES: - Direct the daily operations, maintenance, and strategic oversight of the Medicaid Management Information System (MMIS), including claims processing, provider enrollment, and enterprise support systems to ensure operational continuity and compliance with federal and state requirements. - Lead the planning, procurement, implementation, and modernization of Medicaid Management Information System (MMIS), including development of Requests for Proposals (RFPs), contract transitions, and system implementation activities. - Oversee the development, submission, and management of federally required Advanced Planning Documents (APDs) to secure federal approval and maximize federal financial participation for Medicaid technology initiatives. - Administer multiple complex information technology and professional services contracts by monitoring vendor performance, approving deliverables, managing budgets, negotiating contract amendments, and ensuring compliance with contractual obligations. - Direct support for Payment Error Rate Measurement (PERM) audits and other federal reviews by coordinating audit readiness, documentation, corrective actions, and cross-functional responses. - Oversee the production, validation, certification, and submission of Transformed Medicaid Statistical Information System (T-MSIS) data and other federally required reporting to ensure compliance with Centers for Medicare & Medicaid Services (CMS) requirements. - Manage the development and delivery of Medicaid operational, financial, programmatic, and executive reports that support agency leadership, legislative reporting, forecasting, budgeting, and program decision-making. - Establish strategic priorities, policies, performance measures, and governance processes for the Enterprise Systems Bureau while directing and evaluating the work of bureau managers and professional staff. - Collaborate with executive leadership, state agencies, federal partners, contractors, and program stakeholders to develop technology strategies, resolve operational issues, and ensure enterprise systems effectively support Medicaid program objectives. - Represent the Division of Medicaid in executive meetings, legislative briefings, vendor negotiations, and interactions with federal agencies regarding enterprise systems, technology initiatives, compliance, and strategic planning. MINIMUM QUALIFICATIONS: You must possess all the minimum qualifications below to pass the exam for this position. Typically gained by completion of at least two, three-credit college-level management courses equivalent to "Management and Organizational Theory," "Personnel Administration," and "Organizational Behavior" (that cover the five elements of management - Controlling, Leading, Organizing, Planning and Staffing) AND at least two years of experience in a supervisor/management role for professional staff; OR at least three years of experience managing a major program and providing leadership of professional staff. - Experience developing and administering policies, procedures and a program budget. Typically gained through experience developing and recommending regulations, policies and procedures. Applicants must also have work experience projecting fiscal impacts of programs, negotiating contracts and/or working with personnel, operating and capital budget, typically for a period of at least two years. - Experience implementing organizational change within a service delivery program. Typically gained through at least two years' experience in a management, supervisory or consulting role implementing projects to meet special needs, incorporating tasks and methods to implement change. - Experience applying measurement processes/methods for assessing program outcomes or progress toward goals. Typically gained through at least one year experience applying measurement and tracking methods in assessing progress toward stated program goals OR a combination of college coursework (statistics, research methods, evaluation methodology, or related field) and experience. - Experience preparing and presenting oral presentations to groups. Typically gained through at least one year experience researching, compiling and organizing information in order to make oral presentations about the information to groups in a business setting; topics may be informational, technical, or behavioral. Take into account audience size, topic, length, and frequency of the presentations. One-to-one training is not qualifying.
