The Position
The Building Safety Program Coordinator supervises the plan check team and supports the Building Safety Division's Core Purpose: to make Modesto the place to be by ensuring that the buildings we live, work, and play in are safe. The position provides technical expertise in building plan review and permitting while promoting exceptional customer service. The incumbent serves as a technical resource to staff, customers, contractors, and other agencies by interpreting codes and regulations, coordinating permitting activities, recommending process improvements, and performing a variety of technical and administrative duties related to Building Safety. The Building Safety Program Coordinator is expected to exemplify the Division's Core Values by being Solution Oriented, Collaborative, and Caring. Essential and Marginal Function Statements
Essential and other important responsibilities and duties may include, but are not limited to, the following:
Essential Functions:
Recommend and assist in the implementation of program goals and objectives; establish schedules and methods for implementing building inspection program activities; implement policies and procedures.
Develop, implement, and evaluate programs related to building inspection activities within the City; compile, evaluate, and determine internal procedures and processes associated with assigned program; coordinate program activities across departments and with outside agencies.
Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities; submit justifications for equipment, materials, and supplies; monitor and control expenditures.
Coordinate the involvement of multiple departments for the review of permits and related land use issues to streamline processes and provide good customer service.
Research, compile, and prepare reports and documentation on program activities; analyze program elements and recommend changes; maintain records of findings and corrective actions; prepare periodic status reports.
Coordinate and provide training on assigned program activities; ensure compliance with federal, state, and local regulations.
Develop procedures for specialized building services and/or code enforcement programs; ensure program staff is properly trained and knowledgeable; serve as technical advisor to staff on assigned program related issues; may conduct the more complex inspections.
Support City code enforcement efforts pertaining to blighted neighborhoods; evaluate, implement, and coordinate enforcement program activities in conjunction with other department staff; develop tools and procedures to assist all departments to easily communicate and bring resolution to code enforcement issues.
Represent function on committees, outside organizations, and at staff subcommittees as necessary; coordinate permit activities with other divisions and outside agencies.
Oversee the work of outside consultants and contractors.
Assist in the development of fee schedules.
Represent the department at meetings, hearing in courts, and before the Board of Building Appeals to testify and/or present information on code violations and related matters.
Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.
May participate in recommending the appointment of personnel; provide and coordinate staff training; work with employees to improve performance; implement discipline procedures as required.
Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
Observe and maintain a safe working environment in compliance with established safety programs and procedures.

Minimum Qualifications
Knowledge of:
Principles, practices, and standards related to the building industry.
Pertinent federal, state, and local laws, codes, rules, and regulations.
Accepted safety standards and methods of building construction for commercial, industrial and residential buildings.
Building related codes and ordinances enforceable by the City, including the California Building, Electrical, Plumbing and Mechanical Codes.
Advanced principles and techniques of building inspection work.
Research methods and sources of information related to building code enforcement.
Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.
Ability to:
Organize, implement, and direct building related program activities.
Review processes, identify areas in need of improvement, and make sound recommendations.
Interpret, explain, and apply federal, state, local, and department policies, procedures, laws, rules, and regulations.
Develop and recommend policies and procedures related to assigned operations.
Supervise, train, and evaluate staff.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:

Three years of increasingly responsible journey level experience in the inspection of commercial and residential buildings.
Training:

Equivalent to an Associate's degree from an accredited college with major course work in building inspection technology or a related field.
License or Certificate:

Possession of, or the ability to obtain, a valid California driver's license.
Possession of a Certified Building Inspector certificate issued by the International Code Council (ICC).
Possession of a Certified Access Specialist (CASp) program certificate is highly desirable.
Possession of an additional ICC certificate within the categories of electrical, plumbing, mechanical, or combination must be obtained within one (1) year of appointment.
**Failure to obtain any of the required licenses/certificates within the prescribed time may result in release from probation, demotion, or termination.

Physical and Mental Requirements
Mobility: frequent use of keyboard; frequent standing, walking or sitting for long periods of time; occasional bending or squatting. Lifting: frequently up to 10 pounds; occasionally up to 25 pounds. Vision: constant use of overall vision; frequent reading and close-up work; occasional color and depth vision. Dexterity: frequent repetitive motion; frequent writing; frequent grasping, holding, and reaching. Hearing/Talking: frequent hearing and talking, in person and on the phone. WORKING CONDITIONS

Work is performed in both an indoor and outdoor environment, with year-round exposure to varied weather conditions. Work may occur at varied remote locations. Positions may require occasional overtime and weekend work and travel is rare.

PUBLIC EMPLOYEES' RETIREMENT SYSTEM: CalPERS enrollment in either the 2% @ 60 or the 2% @ 62 formula is dependent on eligibility, as per AB 340. Employee pays the full member contribution. Retirement benefit is based on the employees three year final compensation average. The City does not participate in Social Security except for the required 1.45% Medicare contribution by both the City and the employee (applies to employees hired after 4-1-86).

HOLIDAYS: 12 paid holidays per year plus 8 hours holiday credit.

MANAGEMENT LEAVE: 80 hours per year for positions exempt from overtime.

VACATION: Accrued at the rate of two weeks during the first year, increasing to five weeks during the 21st year of service.

SICK LEAVE: Accumulated at 8 hours per month, 96 hours per year. Employees may accumulate up to 2,200 hours.

MEDICAL INSURANCE: Health, dental and vision coverage is provided. The City's monthly contribution to health, dental and vision benefits is based on a three-tier system as follows:

$ 450.00 Opt Out

The employee pays the balance. An employee who opts out of health coverage receives the amount noted above minus dental and vision premium on their paycheck and treated as taxable income. Dental and vision coverage continuation is available upon retirement.

DEFERRED COMPENSATION: With a matching contribution by the employee, the City will contribute 1.5% of salary, increasing to 2.5% at 9+ years of service, to a voluntary 457 Plan.

RETIREE HEALTH SAVINGS ACCOUNT (RHS): $2,880 initial deposit provided upon completion of a two (2) year vesting period. After initial contribution, the City shall contribute $130 per month.

LIFE INSURANCE: Coverage in the amount of $120,000 is provided by the City. Supplemental coverage is available at employee cost.

DISABILITY INSURANCE: Coverage is provided by the City, at City cost. This benefit pays 66 2/3% of the first $12,000 per month in salary.

EDUCATIONAL INCENTIVE: Master's Degree Pay in the amount of 5% of salary. Bachelor's Degree Pay in the amount of 2.5% of salary.

BILINGUAL INCENTIVE LEAVE:Employees who pass a review panel and are needed in this capacity by the department, will receive 3 hours of Bilingual Leave Time per pay period into their Compensatory Time Off (CTO) balance.

LONGEVITY PAY: 2.5% of salary at 10 years of service.

SECTION 125 PLAN: Providing for pre-tax deductions for employee-paid health premium and dependent care costs.
