Position Objective

The City of Wayzata is seeking a Building Official to manage building construction, property maintenance, rental housing, and related services. In this role, you will supervise and coordinate the work of the permit technician, ensuring smooth operations and excellent service for the community. Your work will help ensure Wayzata remains a safe, well-maintained, and vibrant community for residents and businesses.

Salary Range
The City of Wayzata is completing a compensation study to be implemented on January 1, 2027. The 2026 salary range and hiring range is $90,507.04 - $115,514.88. The anticipated 2027 salary range is $100,380.71 - $128,117.58, which includes a compensation study adjustment and 3% COLA.

Essential Job Functions

  • Administers and directs the enforcement of adopted construction codes and City ordinances.
  • Manages the application of local, state and federal laws relative to construction activity.
  • Resolves difficult and complex building code compliance issues.
  • Performs plan review, including commercial and residential building plan review and mechanical plan review.
  • Performs inspections, including building, plumbing, and mechanical inspections.
  • Manages and administer the City's property maintenance code including:
  • Manages and administers the City's rental housing licensing program including:
  • Supervises, coordinates, and directs the activities of the building inspection staff.
  • Provides supervision for the building inspection staff and permit technician including mentoring, staff development and training, performance appraisals, hiring recommendations, and disciplinary actions. Gives positive support, advice, and encouragement to building inspection staff.
  • Monitors daily activity and workload for building inspection staff.
  • Coordinates with the City's designated person on administering the fire code.
  • Manages and directs consultant contracts for building inspections, rental housing and property maintenance inspections.
  • Assists in preparing building inspections and building maintenance annual operating budget and manage the budgets on an ongoing basis. Reviews year-to-date spending reports and monitor performance against plan during the budget cycle, adjusting as necessary
  • Assists staff in the interpretation and application of the building code and City ordinances.
  • Develops effective working relationships with customers.
  • Assists staff in the resolution of conflicts with designers, contractors, developers, property owners, residents, and businesses.
  • Attends City Council meetings, as needed, to provide information related to construction projects, code enforcement, rental housing program, and other building inspection items.
  • Meets and provides technical information to designers, contractors, developers, property owners, residents, and businesses relative to construction regulations and procedures
  • Initiates legal actions when needed to insure compliance with adopted codes and ordinances.
  • Maintains records of building and inspection activity. Prepares permits, handouts, forms and other paperwork required.
  • Manages and administers the permitting function, including application processing, fee assessment and collection, and permit issuance.
  • Monitors Sewer Availability Charge (SAC) reports to the Metropolitan Council and provide guidance to permit applicants. Respond to agency inquiries and audits.

Minimum Qualifications

  • High School Diploma or general education degree (GED)
  • Associate Degree in Building Inspection Technology or related field or certificate in Building Inspection Technology
  • Five (5) years of building inspection experience or an equivalent combination of education and experience in building inspections or construction management
  • Possession of a State of Minnesota Building Official Certification or will possess by the time of appointment
  • Must possess a valid driver's license

Desired Qualifications

  • Council of American Building Officials/International Code Council Certification as a Plans Examiner, Building Inspector and/or Mechanical Inspector
  • Bachelor's degree in administration, architecture, engineering or related field
  • Two (2) years of supervisory experience of building inspectors
  • Two years (2) of experience as a municipal Building Official
  • Experience with administering and enforcing property maintenance codes
  • Experience with administering and enforcing rental licensing program
