Position Description
THE POSITION

Under supervision, a Building Inspector III examines, evaluates, and approves complex construction or alteration of residential and light commercial buildings in accordance with the Building, Plumbing, Mechanical, Energy and Electrical Regulations of the Fresno Municipal Code. Incumbents engage in the enforcement of pertinent codes, ordinances, and regulations related to fire, life and health safety, accessibility structural and nonstructural, plumbing, mechanical, and electrical elements of construction, for public or private buildings projects permitted within the City of Fresno and provide consulting services to architects, engineers, designers, contractors, and owners.

One vacancy currently exists in the Planning and Development Department within the Inspection Services Division. Immediate and future vacancies will be filled from this eligible list for a period of three (3) months from the date the eligible list is created, with the option of extending that period at the City's discretion. If the examination process is suspended for this recruitment, the eligible list may be limited to three months.
These are entrance requirements to the competitive examination and do not assure a place on the eligible list. Applicants must meet the minimum qualifications on or before the posted filing deadline in order to qualify.
TO QUALIFY, an applicant must have:

Experience:

Three (3) years of experience as a residential or commercial building inspector with a Commercial Building, Commercial Electrical, Commercial Plumbing, Commercial Mechanical, Combination Dwelling Inspector, or Combination Inspector certification from the International Code Council, International Conference of Building Officials, or International Association of Plumbing and Mechanical Officials
Education:

Sixty (60) semester units from an accredited college or university with major course work in one of the following: construction technology, architectural drafting, industrial technology, electrical engineering, mechanical engineering, engineering, engineering technology or closely related field.
Substitutions:

Additional experience may be substituted for the required education on a year-for-year basis.
Additional education may be substituted for the required journey level inspection experience on a year-for-year basis up to two (2) years.
ADDITIONAL REQUIREMENTS

Possession, and continued maintenance, of a valid California Driver's License at time of appointment. Candidates considered for hire must provide proof of a valid driver's license and current copy of their driving record.

Incumbents selected must acquire certification from the International Code Council or approved testing authority as a " Combination Dwelling Inspector," or " Combination Inspector" during the first two years of employment in the Building Inspector series and maintain the required certificate for the entire term of employment in this job classification.

Eligibles certified for consideration for this position will be required to successfully pass a Department interview and a Department of Justice fingerprint process prior to employment with the City of Fresno.
SELECTION PROCESS

The examination process may consist of the following:
Application Review - Qualifying Only: Applications submitted will be reviewed and a limited number of the most qualified candidates will be invited to the oral examination. Selection of the most qualified candidates will be based upon those applications demonstrating the greatest breadth and depth of applicable training, experience, and education. Therefore, applicants are urged to submit sufficiently detailed information in their application materials for a proper evaluation.
Oral Examination - (100%): A panel of subject matter experts will conduct a job-related oral examination to assess a candidate's suitability for this position.
The Oral Examination is tentatively scheduled for the week of August 31, 2026.
Candidates must achieve a passing score to qualify for the eligible list.
VETERAN'S PREFERENCE

Qualified veterans who pass the examination may obtain five (5) additional points.
Candidates applying for veteran's preference are required to submit a copy of their DD214 with their application during the specified filing period. Evidence must be presented to indicate that the candidate was discharged honorably from the military service. Veterans, including City employees, must resubmit proof of honorable service for every examination for which veteran's preference credit is requested.

DROP (Deferred Retirement Option Program):an optional, voluntary program that allows an employee to deposit retirement benefits in a special savings account within the Retirement System while continuing to work for the City of Fresno for up to 10 years. Participation minimum is age 50 and vested. Benefits include ownership of accumulated funds, compound interest earnings, and alternative distribution options.
