The successful candidate in this position will inspect and enforce applicable building, mechanical, electrical, plumbing, heating and refrigeration codes for light commercial and residential buildings. They will ensure the safety of buildings and structures by controlling the design, construction, alteration and quality of materials used. They will also perform a variety of technical tasks relative to assigned areas of responsibility.
We currently have one vacancy in the Development Services Department in which hiring will begin immediately following the close of this recruitment. This recruitment will also establish a list for future vacancies, which will be filled as they occur.
This is an internal recruitment to provide a promotional opportunity for all qualified current classified City of Reno employees.Examples of Essential Functions - Inspect and enforce applicable building, mechanical, electrical, plumbing, codes for light commercial and residential building permits and business licenses; prepare written reports, issue correction notices and stop work notices/fines and, testify in court regarding violations.
- Conduct on-site inspections of existing residential and light commercial buildings, buildings under repair and new construction; determine if construction methods and materials are being used in compliance with established ordinances, codes and approved plans.
- Advise contractors and citizens on residential building codes and ordinances and work proactively to avoid code related issues; advise customers on codes and detail items that must be corrected before approval.
- Confer with the general public, contractors, City Departments, engineers and architects in the performance of inspection light commercial and residential projects.
- Assist in resolving disputes between property owners and the City; provide interpretations and applications of building codes, local ordinances, and state statutes.
- Conduct assessments of light commercial and residential buildings after various events, including floods and earthquakes, to determine structural stability and general safety conditions of buildings; determine if buildings can be re-occupied.
- Investigate complaints and conduct inspections of existing buildings to determine if hazardous or illegal conditions exist; document building code violations; recommend modifications to rectify violations and/or meet requirements to conform with applicable standards.
- Attend and participate in professional group meetings; keep current with new trends and innovations in the field of building inspection and code compliance.
- Respond to public inquiries, including Service Now inquiries, in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner.
- Establish priorities, perform research and prepare daily work schedule to effectively coincide with construction requirements and not impede schedule cost.
- Perform related duties and responsibilities as required and other duties which may be assigned.
Minimum QualificationsThe following minimum qualifications are required to be met at the time of application.
Education/Training:High school diploma or equivalent supplemented by specialized training in the building trades and/or code enforcement.
Work Experience:Two years of responsible building inspection, compliance, construction, or enforcement experience.
License/Certification:- Valid driver's license.
- Possession of residential inspection certificates in the specialties of electrical, mechanical, building, and plumbing.
- Possession of at least one Commercial inspection certificate in any of the following specialties, electrical, mechanical, building, and/or plumbing.
Certifications must be from an accredited agency (ICBO, ICC, BOCA, or other related and legally recognized agencies).

Employee/Veteran Preference in the Event of Tie Scores:Promotional Examinations (Rule VIII, Section 7):If two or more employees earn the same final score (including seniority points), veterans' preference will be applied if any of the tied employees have submitted proof of an honorable military discharge. This preference is only used to break ties. If a tie still remains, it will be broken based on seniority in the current classification. Classified employees of the City of Reno shall receive seniority credit computed by adding to a passing score as follows:
The final ranking will include the applicable seniority points added to the overall grade of the examination process. For each full year of continuous service completed, 0.2 points will be added up to a maximum of ten (10) years... 2 points will be the maximum.
Appointment and Certification:Appointments to positions in the City's Civil Service system are made on the basis of examination. Scores resulting from a competitive examination are used in determining a person's rank on an eligible register. The department may hire any of the persons referred. The names of those persons not hired may be considered when the next vacancy occurs, for as long as that register is viable.
Probationary Period:Certification of Eligibles, Appointments, and Probation (Rule VII, Section 12)
Classified employees who are newly hired, promoted, reclassified, transferred, or who voluntarily demote to a lower position are subject to a probation period.
The only exception is if an employee chooses to voluntarily demote back to the exact job they previously held within 24 months of being promoted.
