Full Job Description
Duties Description Duties include, but are not limited to:
• Overall responsibility for management of a Design Business Unit in the Division of Design, under the general direction of the Director of Design.
• Long range strategic planning as well as near term management of workload, staffing, and projects.
• Lead, manage and mentor a team of approximately 30 engineers, architects, and project managers.
• Maintain a collaborative environment that fosters and supports creative solutions and continuous improvement. Maintains a working environment that is committed to attracting, developing, and retaining a competent and highly motivated workforce.
• Perform the full range of supervisory duties - assigning work, evaluating workload, overseeing tasks, timely completion of performance reviews, and ensuring proper training is received.
• Provide overall instruction/guidance to staff, consulting architects/engineers, construction managers, and others as required.
• Function as a managing principal of a Design Business Unit with an understanding of client expectations, priorities, and needs.
• Provide the necessary direction and problem resolution for the more complex design projects.
• Manage program for one or more clients including assisting with prioritization, capital planning, emergency response and program status reporting.
• Serve as the main point of contact and liaison to clients assigned to this Business Unit.
• Provide comprehensive and timely reporting on project and program status, schedules, and budget.
• Conduct timely evaluations of project and program problems requiring resolution or decisions by OGS or client agency leadership.
• Oversee the selection and management of consulting engineering and architecture firms.
• Develop succession plans for each critical team and technical specialty.
• Evaluate and make recommendations on hiring and promoting candidates for the Division of Design.
• Responsible for maintaining project quality within the unit measured by key performance indicators.
• Advise the Director of Design on project delivery matters relating to new and existing buildings, and other Design & Construction projects. Sharing with the Director of Design the oversight and administration of broad, emerging and/or critical agency programs.
• Recommend and implement improvements in existing programs within the Division, establishing policies and management systems, setting priorities, and developing new initiatives.
• Participate in strategic planning, long-range planning, and master planning for the Division.
• Provide direct and frequent advice to client agencies, Division staff, Division of Construction staff, and the Director on matters concerning the capital programming, design and construction of projects, and the stewardship of state facilities.
• Manage overall reconstruction efforts for significant structures or facilities.
• Active involvement in solving issues and claims on problem projects during design and construction phases.
• Review and analyze consultant proposals to ensure they contain appropriate scope of work, fee, and schedules to meet project expectations. Negotiate the proposal terms as needed to meet project and program needs.
• Identify opportunities where the use of alternative project delivery methods (e.g., Design-Build, etc.), the use of special contracting provisions, or the use of a Project Labor Agreement may be valuable for the delivery of a priority project or initiative.
• Active involvement meetings and actions to resolve performance issues with consultants and vendors.
• Exercise a broad degree of independence and apply authoritative judgment on behalf of the Director in developing and maintaining relationships with various stakeholders within State government and private industry.
• Perform a full range of supervisory duties.
• Perform other duties as assigned.

Operational Needs:
• Travel may be required (approximately 30%).
• Possession and maintenance of a valid Driver's License issued by the NYS Department of Motor Vehicle is required or otherwise demonstrate the capacity to meet the transportation needs of the job.

Note:

*There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.

At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

The Office of the General Services (OGS) supports telecommuting where it is reasonable to do so based upon the agency's mission and operational needs. Specific to OGS Design and Construction (D&C), the timing of telecommuting eligibility varies based upon the D&C Division's needs, the role of the position, and employee performance. Upon approval to telecommute, OGS D&C employees may telecommute up to 4 days per pay period.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:

Eleven years of experience in multi-trade building construction, which must have included at least two years of managing multiple building construction projects. Experience managing multi-trade building construction projects shall include responsibility for three or more of the following areas:
• construction planning.
• coordination of multiple trades.
• cost estimating.
• project scheduling.
• material purchasing.
• resource management (including labor, material, and equipment scheduling).
• Contract document reading and interpretation (e.g., plans and specifications)
• Two years of experience must have been at a managerial level.

**Applicant degree in engineering, architecture, landscape architecture, engineering technology, construction technology, building science, or architectural technology may substitute for experience as follows:
• Associate degree: two years of required experience.
• Bachelor's degree: four years of required experience.
• Master's degree: five years of required experience.

52.7 Non-Competitive Promotion:
If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a non-competitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. To be eligible for the NCP, candidates must meet the following qualifications: Current New York State Office of General Services employee with one year or more of qualifying permanent service as a Building Construction Program Manager 4 and must not have failed the two most recent exams.

OR
Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 29/M-3 or above and eligible for transfer under Section 52.6 of the Civil Service Law.

NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.
