Your Role on the Team

Position Summary:
The UCI Health system consists of 6 medical campuses, 6 hospitals and various medical office buildings throughout Orange County. The Building & Safety Officer/CBO position serves as the "Building Official" as defined in the International Building Code. The incumbent will be responsible for the administration, interpretation and enforcement of all applicable building code regulations on behalf of the UCI Health system. The Building & Safety Officer/CBO is responsible for managing, coordinating and supervising the daily activities and operations related to the design, permitting, construction & inspection of all capital projects and physical alterations; including, but not limited to plan review, building permit issuance, construction administration/management inspection services and related activities. The position requires providing highly responsible and complex administrative support to the Director of Planning, Design and Construction. The Building & Safety Officer/CBO will act under the direct supervision of the Director of Planning, Design & Construction.

Required Qualifications:
  • Working knowledge of federal, state and local codes pertaining to design and construction
  • Possess strong analytical and problem-solving skills along with the ability to plan strategically
  • Must possess the skill, knowledge and ability essential to the successful performance of assigned duties
  • Must possess the ability and skillset to develop and deliver effective presentations to Executive Leadership team.
  • Must demonstrate excellent customer service skills appropriate to the position.
  • Minimum of 10 years' healthcare working experience as a professional
  • Min. 5 years plan review experience of complex healthcare projects for a state, county or local jurisdiction or equivalent design experience.
  • Min. 5 years inspection experience of healthcare projects for a state, county or local jurisdiction or equivalent work experience.
  • Financial management and analysis skills consistent with budgetary responsibilities including maintaining regular project budgets, payment applications and change order requests
  • Extensive experience with large-scale ($20 million) multiphase, complex projects from concept through construction
  • Excellent written and verbal communication skills in English
  • Ability to read and correctly interpret complex regulations, contracts and policies
  • Ability to persuade or influence people to take appropriate action.
  • Ability to maintain a work pace appropriate to the workload
  • Ability to apply sound judgment in ambiguous situations and effectively manage and execute in a timely manner.

  • Preferred Qualifications:
  • Working knowledge of University of California Office of the President's Facilities Manual as it relates to Administration, Planning, Design, Construction & Operations.
  • Previous working experience with a permit process in service of a federal/state agency or local jurisdiction.
  • Previous working experience with Specification(s) writing and/or Contract Document writing
  • Possession of HCAI-certified FLSO designation strongly desired.
  • Possess or willing to acquire Certified Building Official certification from the International Code Council as a condition of employment within the first 12 months of employment.
  • Possess Plans Examiner or Inspector certification(s) from a federal/state agency such as CAL Fire/CAL OES/FEMA.
  • Knowledge of JCAHO, CDPH, HCAI and other regulatory requirements in a hospital setting.
  • A Masters Degree in a related field of study or equivalent work experience commensurate with this Job Description strongly desired.
