Budget & Management Analyst

Department: Administration

JOB SUMMARY

Responsible for performing difficult professional analytical, technical and financial functions for the managerial and financial operations of the City. An employee in this class performs advanced professional work in the preparation and administration of the City's operating and capital budgets. Work includes: a variety of budgeting tasks involving statistical financial reports, budgetary accounting, generating spread sheets and graphics on fiscal matters, generating a variety of records and financial reports, and performing related fiscal duties. Assists with year-end audit procedures and other duties. Work is performed under regular supervision and is evaluated through observation, conferences, review of work. Position works closely with Finance Director and reports to the Assistant City Manager.

ESSENTIAL JOB FUNCTIONS
• Assists management with budget preparation, by developing best practices, policies and procedures, complying with Local Government Budget and Fiscal Control Act, and existing policies and rules.
• Analyzes and monitors department and fund budgets by generating and reviewing reports, preparing reports for staff, management, and Council.
• Assists with questions, reviews and approves change requests, identifies budget overruns, implements corrective actions, analyzes trends, prepares council agenda items with budget impacts.
• Assist in the preparation of the City budget by researching and analyzing revenue sources evaluates the impact of economic variables.
• Forecasts revenues and expenditures in all budgeted funds.
• Works closely with department heads to understand services, assist in developing budgets and outcomes and monitoring progress.
• Assists departments with input of departmental requests into computerized budgeting system.
• Prepares ad hoc financial reports, statistical analysis and presentation as required.
• Analyzes enterprise fund rates.
• Provides departments and management with complex management and research analysis used to drive organizational and budgetary decision-making.
• Performs thorough programmatic, service, and policy analysis of budget requests and makes associated recommendations to the City Manager.
• Develops and completes various budget and financial reports as needed or requested.
• Recommends budget amendments.
• Develops and prepares budget documents, presentations and applications for GFOA Budget Award.
• Generates variety of spreadsheets and graphics depicting financial conditions and status.
• Performs complex research.
• Provides financial support to various departmental inquiries.
• Assists with annual audit.
• Provides back up where needed for absent staff members.
• Performs other related job duties as assigned.

Qualifications forBudget & Management Analyst I - Pay Grade 16 - $56,633 - $86,180

Education and Experience:

Bachelor's Degree in Accounting, Business Administration, Public Administration, Management Science, or related area; and one (1) year of experience in public sector budgeting and/or analysis; or an equivalent combination of education and experience.

A Master's Degree in Public Administration, Business Administration, or related field, is preferred and may be substituted for experience.

Special Qualifications:

Possession of a valid driver's license to operate a motor vehicle. Requirement exists at the time of hire and as a condition of continued employment.

Qualifications for Budget & Management Analyst II - Pay Grade 18 - $62,437 - $95,014

Education and Experience:

Bachelor's Degree in Accounting, Business Administration, Public Administration, Management Science, or related area; and three (3) years of experience in public sector budgeting and/or analysis; or an equivalent combination of education and experience.

A Master's Degree in Public Administration, Business Administration, or related field is preferred and may be substituted for experience.

Special Qualifications:

A Master's Degree in Public Administration, Business Administration, or related field is preferred and may be substituted for experience.

KNOWLEDGE, SKILLS, AND ABILITIES:
• Knowledge of the principles and practices of public finance, budgeting, and accounting.
• Knowledge of economic trend forecasting and analysis techniques.
• Knowledge of Generally Accepted Accounting Principles (GAAP), fund accounting, and general ledger accounting.
• Knowledge of laws, general statutes, rules, and regulations governing specific municipal accounting tasks.
• Knowledge of accounting principles and practices.
• Knowledge of computer operations as they relate to assigned tasks including the use of various financial package applications and various spreadsheets.

PHYSICAL DEMANDS

Work in this class is defined as sedentary requiring the employee to exert up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Employee must have visual acuity to be able to prepare and analyze data and figures for budgeting, perform extensive reading, operate a computer and other office equipment, determine accuracy and thoroughness of work, and observe general surroundings and activities. Vocal communication is required for expressing or exchanging ideas by means of the spoken word. Hearing is required to perceive information at normal spoken word levels.

WORK ENVIRONMENT

Work is primarily performed in an office setting with a temperature-controlled environment and no exposure to external environmental conditions.

About the Team

The Administration Department is made up of the City Manager, Assistant City Manager, City Clerk, Budget and Management Analyst, Human Resources and the Communication Manager. The Administration Department serves all departments in the City Council.
