Responsibilities

Noblis is seeking experienced Budget/Finance Analyst to work within a dynamic mission-oriented environment in Bethesda, Maryland.

Responsibilities Include:

• Planning, analyzing, and managing financial resources to ensure mission success and compliance with government regulations.
• Develop budgets, track expenditures, perform financial forecasting, and provide data-driven insights to support strategic decision-making.
• Work closely with program managers and stakeholders to align funding with operations priorities, ensuring accountability, and support reporting requirements within a highly secure and regulated environment.

Required Qualifications

• US Citizenship is required.
• Active Top Secret/SCI clearance with Polygraph.
• Bachelor's degree in Finance, Accounting, Economics, Business Administration, or Public Administration.
• Minimum of 10 years of combined experience in budget formulation, financial tracking, reporting, and spend plan analysis.
• Minimum of 5 years of experience aligning budgets with Intelligence Program Budget Submission Exercises and Congressional Budget Justification within the IC (may be included in the years of experience detailed above).
• Experience with the IPPBE process.
• Experience supporting budget build with Government officers.
• Experience consolidating spend plans for Government review.
• Experience reconciling Acquisition Lifecycle Management/Request for Contract Action with Funding (ALM/RCAF) requests for merit and authenticity.
• Experience monitoring spending and informing an organization budget information.
• Experience preparing reports and estimating future financial needs.
• Experience defending budget recommendations with data and evidence-based analyses.

Travel up to 10% within US.

Lift up to 30 lbs, walk, bend, drive.

Desired Qualifications

• Master's degree in Finance, Accounting, Economics, Business Administration, or Public Administration.
• Minimum of 13 years of combined experience in budget formulation, financial tracking, reporting, and spend plan analysis.
• Minimum of 8 years of experience aligning budgets with Intelligence Program Budget Submission Exercises and Congressional Budget Justification within the IC (may be included in the years of experience detailed above).
• Certified Defense Business Financial Manager (BFM) or equivalent
• Experience with budget and financial analysis in the Intelligence Community (IC).

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
