Starting Salary: $120,016.00 - 140,004.80 Annually

*This position is eligible for a hybrid and/or remote working arrangement. Hybrid positions are expected to be present at the office location for no less than one day per work week.

The Colorado Energy Office (CEO), a division of the Governor's Office is hiring a Budget Director to provide strategic leadership and oversight for the CEO budget across multiple funding sources, including federal grants from multiple federal agencies. This position is responsible for providing management and leadership of the CEO budget. This position supervises the Budget Team, which is responsible for the development and implementation of CEO strategic budget, including federal grants. This position is at the strategic level in budget development, including working with OSPB during the annual budget process. CEO is looking for an experienced public-sector budget professional who excels at strategic thinking, thrives in a complex funding environment, and can actively manage and guide the Department's budget and resources.

General Duties and Responsibilities

  • Employees currently are expected to work in office one full day per week, typically on the assigned team day, or as directed by their supervisor.


  • Establishes annual operating budgets for programs throughout the CEO.
  • Management and monitoring of operating budgets throughout the year, including:
    • Establish operating budgets for the individual programs.
    • Input budget into CORE.
    • Reconcile budgets to legal appropriations and federal approved budgets.
    • Monitor budgets throughout the year.
    • Meet with unit directors at least quarterly to review budget to actual and address any issues.
    • Participate in CEO annual planning and lead the budget planning portion.
    • Oversee the development and analysis of budgetary information, including budget projections, budget vs. actual analysis, and budgetary compliance.
  • Continuously reviews spending to alert executive management of potential problems of spending levels being exceeded or significant underspending.
  • Provides detailed and summary budget reports on both program/unit level and department-wide level to provide the department leadership with a comprehensive overview of fiscal health to support strategic decision-making.


Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Minimum Qualifications:
  • Five (5) years of relevant experience in federal grant applicant and management, state budget development and submission.
  • Experience reconciling CORE to approved budgets.
  • Knowledge of Colorado state or public sector fiscal processes, including experience with the Colorado Operations Resource Engine (CORE) system.
  • Knowledge of the Colorado legislative process, including the development of fiscal notes.

Preferred Qualifications:
  • Experience creating, managing and executing budgets as the primary role of the job for an organization with multiple funding streams
  • Knowledge and ability to write financial reports and make formal presentations of financial data to internal and external parties
  • Ability to use job-specific software including databases, spreadsheets, word processing, and analytical tools
  • Ability to work effectively with a wide variety of stakeholders
  • Experience managing agency-wide administration related programs
  • Experience delivering financial services-related support in a public sector environment, including applying agency policies, procedures, and service standards.
