About the Position: OFC ASST SECY OF ARMY (FM&C) DEPUTY ASSIST SEC OF THE ARMY (DASA) OPERATIONS & SUPPORT DIRECTORATE INDUSTRIAL OPERATIONS, WASHINGTON, DC

Duties

Help

  • Establish goals and objectives associated with procurement and/or Research, Development, Test, and Evaluation (RDTE) budget
  • and the submission and defense of that appropriation budget to Office of the Secretary of Defense War (OSWD), Office of Management and Budget (OMB), and Congress.
  • Oversee funds control of budget floors/ceilings and statutory/administrative limitations imposed by OSD and OMB guidelines pertaining to assigned areas of the agencies budget.
  • Serve as a procurement and, RDTE, Military Construction, and/or Army Family Housing budget and financial expert agency's programs.
  • Prepare assigned portions of the command, Agency or Presidential budget and required supporting justification.
  • Review, analyze, edit, manipulate and consolidate program and budget submission data.
  • Responsible for drafting Congressional testimony, input and coordination of assigned programs,
  • and other actions related to assigned areas of responsibilities in keeping with fiscal, regulatory and legal constraints imposed by DA, OSD, OMB, and Congressional policies.
  • Represents the Army Budget Office (ABO) as the subject matter expert on a wide array of financial and program matters impacting virtually on all aspects of the Army budget.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes budgeting a wide range of military programs such as; Army procurement and Research, Development, Test, and Evaluation (RDTE) appropriations; establishing strategies to defend the annual budget submission to the higher headquarters and the higher-level approval authorities such as the Office of the Secretary of War (OSW), the Office of Management and Budget (OMB), and Congressional staff; managing coordination efforts across executive-level stakeholder organizations-such as Portfolio Acquisition Executives (PAE) organizations , Capability Program Executives (CPE) organizations, or other service-level equivalent organizations, the Office of the Secretary of War (OSW), the Office of Management and Budget (OMB), and Congressional staff; and working within the higher headquarters budget execution and formulation systems.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Education
