As a Budget Analyst
, you will:- Develop, write, and present multi-million dollar budget requests and funding justifications for complex, agency-wide programs.
- Analyze, edit, and combine budget estimates and resource requests from subordinate offices to ensure accuracy, compliance, and alignment with agency goals.
- Oversee the allocation of funds, prepare official requests for apportionments or supplemental funding, and track expenditures to prevent over- or under-spending.
- Audit financial transactions, obligations, and disbursements to ensure full compliance with federal laws, legal guidelines, and regulatory requirements.
- Provide expert recommendations and strategic options to program managers and senior executives regarding budget adjustments, legislative changes, and policy impacts.
- Provide expert guidance for all travel related issues ensuring that all aspects of booked travel adhere to all government travel regulations.

QualificationsBASIC REQUIREMENT:
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting 2 of 3 of the following:
- Manage and track budget execution by auditing financial transactions, analyzing spending rates, and ensuring expenditures remain within authorized funding limits.
- Research and analyze financial data to identify trends, project future funding needs, and resolve funding discrepancies across multiple accounting or financial database systems.
- Develop, write, and justify multi-million dollar budget requests, cost estimates, or financial plans for programs, projects, or organizational divisions.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
