Duties

Help

  • Demonstrates and applies relevant knowledge of financial and organizational regulations, policies, and guidelines to include but not limited to Principles of Federal Appropriations Law and DoD 7000.14-R DoD Financial Management Regulation.
  • Analyzes budgetary impact of new/revised legislation, policies, and procedures. Allocates funds based on analyses of budget estimates and historical expenditures. Monitors and tracks costs, obligations, and expenditures for assigned accounts.
  • Conducts special studies, analyzes data trends, develops projections of program funding requirements, and recommends financial strategies and actions for meeting program requirements.
  • Provides courteous, professional, and responsive support to internal and external customers to understand their needs, set expectations, and deliver timely support or service.
  • Provides financial advisory services on budgeting strategies; financial management tools and products; resource distribution; program priorities; financial forecasts and projections; reprogramming; and development of financial plans.

  • Certification Level 3: THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA).


Qualifications

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-13 or higher grade in Federal Service.

Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as: Budget execution, programming, budget formulation, or budget justification or presentation; experience processing funding documents and managing spend plans; or experience identifying, analyzing, resolving a wide range of budgetary problems, including, but not limited to, experience utilizing financial systems to research or analyze data pertaining to the budgets.

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

There is no substitution of education for specialized experience at the GS-14 grade level
