Summary

This position is part of the Associate Administrator for Management and Budget, Department of Energy. A successful candidate in this position will serve as Budget Analyst, providing advanced financial management and administrative support for NNSA Headquarters. The incumbent independently administers the corporate PPBE system, leads complex cost estimations, conducts analyses of alternatives, and delivers analytical support to optimize resource allocation across programs.

Duties

As a Budget Analyst, you will:

• Provide advisory services at budget meetings, explaining requirements for preparation, documentation, and submission of budget documents. Participate, assist, and execute results stemming from various oversight activities including monitoring HQ, Office of Management and Budget and Congressional actions to anticipate and advise management of changes and report to budget inquiries. Perform formal reviews of Federal and internal controls budget evaluation, systems, processes, procedures, and activities such as monthly, quarterly, and annual budget validation reviews, and Federal budget performance.
• Perform budget formulation and execution activities including responses to formal budget calls; reviews funding requests and program execution documents to ensure adequacy of budget resources in accordance with Federal Appropriations Law and contractual ceiling and statutory limitations; properly records and certifies funds availability in Departmental budget and financial management systems.
• Research, interpret and apply broad policy guidance, provide advice and formulate viable solutions and recommendations for program, project, and field office staff personnel concerning the applicability, impact and application of the full range of budget activities, policies, and other applicable laws and regulations for decision making purposes.
• Provide advisory services at budget meetings, explaining requirements for preparation, documentation, and submission of budget documents and for audits and program reviews. Participate in various oversight activities including monitoring HQ, Office of Management and Budget and Congressional actions to anticipate and advise management of changes and responds to budget inquiries.
• Analyze complex budget estimates, justification statements, apportionment requests, allotments and sub-allotments of funds and balance sheets reflecting organizational assets, liabilities, operating expenses, and working capital.

Probationary periods are required for new employees appointed to competitive service positions for the first time; or reinstated employees who return to Federal service after a break in service of 30-days or more and who have not completed a probationary period will need to complete the requirement. Trial periods are required for all excepted service employees. Trial periods served in the same position and agency with no break in service will satisfy the requirement.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02 or GS-12. Specialized experience for this position is defined as: Experience in federal budget analysis, demonstrating mastery across budget formulation, presentation, and execution. Independently coordinates, develops, and defends high-impact deliverables across diverse program elements in compliance with financial regulations. Adept at interpreting complex guidelines, resolving systemic budgetary discrepancies, and providing authoritative resource optimization guidance to senior leadership.

Examples of Specialized Experience (but not limited to):

1. Developed annual budget estimates, formulated justification narratives for the Human Resources office review, and monitored monthly spending against plan.

2. Analyzed complex financial data to project quarterly personnel and travel resource needs for an organization.

3. Administered budget execution using federal financial systems to track, commit, and obligate funds.
