Overview

The Undersea Technology Portfolio, within SPA's Sea, Land, & Air Division, conducts rigorous and objective analyses to enable the Navy and other DoD organizations to make decisions, plans, and strategies to deliver emerging technologies and warfighting capabilities. We support clients across the undersea, naval special warfare, and expeditionary warfare enterprises, including those within resourcing and requirements, acquisition, and science and technology.

SPA is seeking a Budget and Acquisition Analyst to provide Cost Estimation services in support of NAVSEA's Naval Special Warfare Program Office.#FC #Dice

Responsibilities

The Budget and Acquisition Analyst will be responsible for developing, updating, and managing cost estimates throughout the acquisition lifecycle for PMS 340 programs using Navy-approved systems. The role requires analyzing cost, schedule, and technical data to provide accurate forecasts and risk assessments that support program decision-making. The individual will collaborate with NAVSEA stakeholders-including program managers, contracting officers, engineers, and logisticians-to integrate technical and programmatic data into comprehensive cost analyses. Additionally, the candidate will evaluate vendor proposals and provide objective cost assessments to inform contract negotiations and award decisions. The position involves preparing detailed documentation and presentations of cost estimates for various program reviews and milestone decisions. Sensitivity analyses and trade-off studies will be conducted to optimize cost alternatives for program initiatives. The candidate will ensure compliance with cost-estimating policies, instructions, and standards as defined by Navy acquisition requirements.

Qualifications

Required Qualifications:
  • Bachelor's degree in Business, Engineering, Mathematics, Economics, Finance, or a related field
  • Minimum of 4 years of experience in cost estimating, financial analysis, or a related field
  • Strong analytical, problem-solving, and communication skills, with an ability to work in a collaborative, interdisciplinary environment
  • Active DoD Secret clearance and the ability to maintain it throughout employment
  • Reports to a designated work location, up to full-time, based upon the needs of the client

Desired Qualifications:
  • Advanced degree in Business, Engineering, Mathematics, Economics, Finance, or a related field
  • Proficiency in NAVSEA and other DoD cost modeling and analysis tools (e.g., ACEIT, SEER, or similar)
  • Demonstrated knowledge of DoD acquisition processes, cost analysis principles, and contracting regulations
