Description
The purpose of this position is to provide strategic planning, management, and execution of the County's broadcasting and multimedia operations. This position oversees live and recorded government programming, including County Council meetings, public hearings, and special events, ensuring transparency, accessibility, and high-quality communication with the public. This class works independently, under limited supervision, reporting major activities through periodic meetings.

Examples of Duties
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Develop and manage departmental budget and oversee procurement process.
  • Assigns local content and local news production.
  • Receives and addresses broadcast/video/audio service requests from internal departments and external organizations.
  • Manage and review equipment needs and updates within Broadcast Department and other County Departments.
  • Manage relationships with community Broadcast distribution partners and viewers as well as increase the station viewership across multiple linear and digital platforms.
  • Manage Live Meeting Calendars for multiple government agencies.
  • Manage and adjust programming schedule and playout system including engaging local and original content that supports Beaufort County's mission.
  • Supervise and troubleshoot production of video content for all county programming.
  • Encourages interdepartmental collaboration and communication, specifically with the IT, Communications, and Clerk to Council departments.
  • Ensure compliance with accessibility standards and public record retention requirements.
  • Support emergency communications and provide after-hours response as needed.
  • Performs related work as assigned.

Typical Qualifications
MINIMUM REQUIREMENTS:
  • Requires a Bachelor's degree in Broadcasting, Communications, Media Production, or a related field.
  • Requires over six (6) years of related experience, including at least two (2) years in a supervisory role.
  • Knowledge of Adobe Creative Suite, Microsoft Office Suite, Cablecast, Tricaster Production Systems, and Audio/Visual Systems required.
  • Knowledge of live streaming platforms.
  • Experience in government or public access broadcasting as well as event production preferred.
  • Must possess and maintain a valid state driver's license with an acceptable driving history.
