Description

Biologist /Permitting Specialist/Planner will structure, design, and lead environmental constraints reviews, discretionary permitting activities and lead technical report and CEQA/NEQA document preparation. Business conduct must occur in accordance with OMS policies and procedures and be aligned with the goals of OMS.

Location: San Francisco Bay Area / Northern California / Central Valley

Essential Functions:
  • Project management.
  • Scope, schedule and budget management.
  • Lead technical document preparation.
  • Manage client relationships.
  • Ensure quality of work products
  • Manage permit application development oversight and review.
  • Manage project tracking and reporting.
  • Lead consultation, permit strategy development and technical review of biological reports, permit applications and impact assessments prepared to satisfy NEPA and CEQA requirements.
  • Other duties as assigned by OMS or the client.


Qualifications:
  • At least five years prior experience and demonstrable proficiency managing moderate to complex regulatory projects or programs.
  • 4-year degree in biology, environmental planning, natural resources, or related field.
  • Strong written and verbal communication skills.
  • Strong interpersonal skills, ability to resolve problems and to work with stakeholders.
  • Competence with laptops, tablets, smartphones, and Microsoft Office
  • Driver's license
  • Ability to travel, work outdoors in inclement weather, and travel thorough rough terrain in mountainous areas.
  • Ability to work occasional overtime and weekends.
  • Required to maintain a Class C driver's license, including participating in Employer Pull Notice Program (EPN), with DMV.
  • Conduct a background check, clear drug screening, and physical exam.


Working Conditions:

Environmental Factors - Indoor and outdoor conditions; exposure to heat, cold, potentially hazardous chemicals, toxic materials; work on/walk on slippery or uneven and potentially mountainous terrain. Noise level is usually moderate. $85,000.00 Annually to $145,000.00 Annually
