Working Hours and/or Working Conditions: WORKING CONDITIONS: The work environment for this position is primarily a professional office setting within the College's administrative and campus facilities. This role routinely uses standard office equipment such as computers, phones, printers, and presentation technology.The position requires the ability to remain in a stationary position for extended periods while performing office-based work, as well as the ability to move about campus locations to attend meetings, conduct trainings, and support benefit fairs and employee events. The employee must be able to communicate effectively in person, virtually, and in group settings. Occasional lifting and transporting of materials, such as documents, presentation equipment, or benefits-related displays (typically up to 20 pounds), may be required for events.This position may require periodic travel between campus sites and flexibility to work occasional evenings or weekends to support scheduled programs or events. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position. HOURS: Work is performed in a typical office environment and is typically 40 hours a week with some evenings and weekends for special projects. Macomb's remote work policy includes days on campus and off campus. Must have the ability to travel between buildings and campuses to support staff.
Knowledge, Skills and Abilities: Ability to comprehend and apply contractual and regulatory language. Knowledge of computer-based record keeping, including software applications (e.g. word processing, spreadsheets, database, PowerPoint). Familiarity with systems analysis appropriate to the job. Computational skills. Analytical ability. Computer literacy. Strong understanding of health and benefit regulations and processes.
Supervision: SUPERVISION RECEIVED: Reports to the Director of Total Rewards, Wellness and Operations.SUPERVISION GIVEN: May supervise full and part-time- staff as assigned.

Job Function

Manage and monitor the daily benefit and insurance processes. Implement collective bargaining unit agreements related to benefits and insurance. Interpret provisions of provider contracts, applicable laws and regulations, and collective bargaining agreements. Document and initiate improvements in procedures for benefits and insurance transactions to improve service to employees.
Job Responsibilities

  • Manage all operations related to benefits, including open enrollment, informational meetings, and calculation of premium rates.
  • Supervise and train staff responsible for benefits.
  • Provide onboarding of benefits to employees including but not limited to information, resources and employee orientation, as needed.
  • Lead college and employee activities supporting employee wellness initiatives.
  • Monitor Disability, FMLA and related leaves.
  • Responsible for the Tuition Reimbursement Program and Bargaining Unit Reimbursement programs.
  • Provide guidance to employees regarding benefit policies, procedures and resources.
  • Maintain spreadsheets/run Bl reports for costing of employee benefits and insurances.
  • Provides day-to-day benefits support and administration, assists with benefit plan design and vendor management.
  • Read and interpret relevant contracts, laws, regulations, and bargaining agreements.
  • Maintain and improve benefit resources and communications with employees regarding but not limited to; insurance programs, updating the staff portal and transparency site.
  • Review and audit processes necessary for implementation of bargaining unit contracts.
  • Assure that necessary and appropriate documentation is available to support all transactions.
  • Analyze and problem solve technical issues, work with College computer staff and outside vendors to maintain working systems.
  • Work in conjunction with Payroll to process bi-weekly payroll and required reports and related payments.
  • Oversee the processing workers' compensation claims and reporting.
  • Attend unemployment hearings and review and approve unemployment requests.
  • Compile requested reports and information for collective bargaining and other special committees (i.e., health coalition).
  • Attend meetings as appropriate, including participation in related professional organizations.
  • Participate in cross-functional teams and undertake special projects of moderate complexity.
  • Actively participates in college and departmental strategy sessions related to college computer system and HR benefit modules; assist with testing of system, design and designation of codes, and entry of information into system.
  • Perform other duties as assigned.

Education

Bachelor's degree from an accredited institution in Human Resources, Business Administration, or a related field.
Qualifications

Three (3) or more years of professional experience in Human Resources with Benefits and Insurance experience. SHRM-CP or other Human Resources Certification preferred.
