Job Summary

This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.

This position is responsible for developing, communicating and implementing legally compliant health care benefit coverage policy for the Department of Human Services (DHS) Minnesota Health Care Programs (MHCP), including Medical Assistance (MA) and MinnesotaCare (MNCare). Within these programs, this position will focus on the establishment of coverage policy for a discrete set of services. This position will focus specificly on the following policy areas: hospice, individualized education program (IEP) services, and school-based community services (SBCS). This position will include responsibility for data analysis, rule and statute development, legal compliance, legislative work, and the full range of activities related to establishing and maintaining coverage policy for the fee-for-service and managed care MHCPs.

Qualifications

Minimum Qualifications

Three years of professional health care policy experience demonstrating the following:
  • Ensuring health care program compliance experience such as Minnesota Health Care Programs, Medical Assistance (MA), MinnesotaCare (MNCare) or similar.
  • Knowledge of health care and evidence-based standards of practice.
  • Knowledge and understanding of federal and state legal authority as it relates to MHCP coverage policy.

***Bachelor's degree in Nursing, Public Health, Social Work, Public Administration, or related field may substitute for 1 year of experience OR Master's degree in Nursing, Public Administration, Public Health, Social Work or related field may substitute for 2 years of experience

Preferred Qualifications
  • Ability to translate coverage policy into an operational format such as claims processing or provider training.
  • Understanding the current fee-for-service and managed care coverage criteria and the ability to recognize when change may be required.
  • Knowledge of statistical theory and techniques, research design, sampling methods, data collection techniques, and statistical data applications.
  • Ability to write data queries, analyze and interpret data, measure performance and distill the data result for department use.
  • Knowledge of the DHS computer data systems and Medicaid Management Information System (MMIS).
  • Knowledge of healthcare delivery systems.
  • Ability to perform complex clinical decision making within the context of patient populations and on a case specific basis
  • Proficient written and oral communication skills.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
