The State of Connecticut, Department of Mental Health and Addiction Services (DMHAS) is seeking a Behavioral Health Clinical Supervisor to support the Southwest Connecticut Mental Health System (SWCMHS). In this key leadership role, you will oversee inpatient Social Services operations and provide guidance across multiple clinical disciplines-helping ensure safe, effective, and person-centered care for adults with complex behavioral health needs. PURPOSE OF JOB CLASS (NATURE OF WORK) In the Departments of Mental Health and Addiction Services and Developmental Services this class is accountable for directing a clinical division, a clinical discipline or a clinical program within a specified geographic area. EXAMPLES OF DUTIES

• Manages all SWCMHS Inpatient Department of Social Services operations and provides administrative and clinical supervision to the staff of multiple clinical programs, including Social Work, Rehabilitation, Substance Use Counseling, Occupational Therapy, and Psychology.
• Manages all statewide patient Utilization Management activities and coordinates and facilities bi-monthly SWCMHS Utilization Management meetings
• Ensures program compliance with standards established by outside monitoring agencies such as the Joint Commission/CMS/DPH/CLRP/DR-CT;
• Ensures staff adherence to DMHAS Work Rules, the DMHAS Code of Conduct Policy and DMHAS/SWCMHS Policies and Procedures and initiates progressive disciple when indicated
• Maintains contact with individuals both within and outside of the facility who impact on program activities;
• Monitors and evaluates staff and hold staff accountable to meet all clinical and administrative standards established for each departmental clinical discipline;
• Participates in the administration of the patient money management program;
• Coordinates, plans and manages program activities;
• Formulates program goals and objectives;
• Develops or assists in the development and implementation of related policy and procedures;
• Interprets and administers pertinent laws;
• Assists in the adherence of program budgets;
• Manages the recruitment, selection and retention of program staff;
• Ensures compliance with quality assurance findings and recommendations;
• Promotes cultural diversity in workplace and ensures client/individuals rights;
• Identifies and plans training and development needs;
• Analyzes problems at program level and takes appropriate action;
• Initiates workforce planning and monitors staff utilization to meet identified goals;
• Prepares or oversees preparation of reports;
• Investigates and responds to critical incidents;
• May represent program in grievances and hearings;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE Four (4) years of professional experience in behavioral health care and a Master's degree in a clinical discipline, public health administration, health care administration or hospital administration. MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE Two (2) years of the General Experience must have been supervising professional staff. NOTE: For state employees this experience is interpreted at the level of a Behavioral Health Unit Supervisor, Developmental Services Supervisor of Case Management, Nurse Supervisor or Supervising Clinician. PREFERRED QUALIFICATIONS

• Experience managing and supervising the staff and operations of multiple clinical programs, disciplines, or specialized areas.
• Experience providing leadership in a clinical setting, with responsibilities that include negotiation, mediation, and conflict resolution when working with staff or programs.
• Experience using Microsoft Word and Excel (including advanced Excel functions) to support reporting and data analysis tasks.
• Experience implementing evidence-based practices or fidelity-based services.
• Experience providing crisis intervention and conducting debriefings.
• Experience implementing Trauma-Informed Care, Integrated Dual Diagnosis Treatment, DBT, or Behavioral Health Home services.
• Current licensure as a Clinical Social Worker, Marriage and Family Therapist, Professional Counselor, or Psychologist.
