Key Responsibilities • Serves in a strategic role improving clinical care and outcomes for the Division of Mental Health and Substance Use Services (MHSU), allowing for projects to be funded where there is need and in a manner that achieves a data-proven quality outcome. • Develops and performs cost-effectiveness and clinical studies to suggest policy changes that improve quality of care and reduce expenditures in MHSU. • Monitors, reports, and designs innovative strategies focused on improving behavioral health clinical quality and behavioral health outcomes in all MHSU programs. • Make presentations as requested for all internal and external-facing data workgroups and meetings • Serve as CCBHC Data Team Lead which is accountable for all planned work and deliverables from the CCBHC Data Team and represents Data Team on other relevant groups/teams/projects across ADMH • Investigate trends and rates and provide analysis for all MHSU programs. • Interface and serve as liaison with other internal teams to provide analytical insights applicable to current program management and future program development for all MHSU programs • Advise/strategize with Leadership to set appropriate performance targets, report progress towards targets, and proactively manage goal delivery in alignment with the expectations of ADMH • Participates actively in the development of MHSU software solutions to ensure data collection needed for achieving a data-proven quality outcome. • Providing technical support and training to staff on the use of clinical systems Employment Announcement • Assist with troubleshooting and problem resolution within the clinical information systems. • Conducting regular audits and quality assurance checks of the clinical data systems • Collaborating with other IT professionals to integrate different systems for better functionality • Keeping up to date with advancements in health informatics and proposing innovation in clinical systems • Identify areas for system improvements and propose innovative solutions for all MHSU programs Required Knowledge, Skills, and Abilities (KSAs) • Knowledge of the mental health and substance use service delivery system in Alabama. • Knowledge of strategic planning, fiscal management, and operations management. • Knowledge of information systems planning studies, information needs assessments, and systems analysis. • Knowledge of statistical research. • Skilled in recognition of non-behavioral care's contribution to clinical outcomes. • Skilled in the management of data. • Ability to prioritize, multi-task, and manage workload to meet specific timeframes and deadlines. • Ability to utilize a variety of computer software systems to structure, organize, and manage data. • Ability to utilize effective business writing principles to achieve clarity and conciseness. • Ability to produce and summarize routine and ad hoc reports with short notice. • Ability to consult and collaborate with various groups. • Ability to interface with information technology staff. • Ability to pull data from existing systems. • Ability to understand and explain complex processes. • Ability to work independently Employee Benefits • 13 paid holidays. • 1 personal leave day accrued each January. • 13 sick leave days. • 13 annual leave days accrued in the first year of employment. • Paid parental leave. • Longevity bonus annually after 5 years of state service. • Continuous opportunities for acquiring CEU's needed for maintaining professional license. • Very low-cost health and dental insurance through the Alabama State Employee Insurance Board. • Defined retirement benefit (not impacted by economic downturns) and a pre-retirement death benefit through the Retirement Systems of Alabama.
