Job Summary

The Construction Manager is responsible for managing the construction and project portfolio for the Building Automation Systems Group in Facilities & Operations (F&O). This role partners with Architecture, Engineering, and Construction (AEC) project teams and other stakeholders from project development through commissioning, enabling a deliberate and granular approach to managing installation and integration of digitally controlled systems. The Manager may supervise one or more Project Coordinator(s) along with directing assigned trades while assigned to projects.

Responsibilities*

Construction Design & Delivery:
  • Partner with the AEC design managers, consultants, AE firms and O&M engineers to:
    • Coordinate scope, specifications and integration strategies.
    • Advise on execution methodology (turnkey, in-house) based on available resources.
    • Provide feedback for design and construction documents, submittals and RFIs.
    • Ensure consistency with Campus BAS standards.

Project & Portfolio Management:
  • Maintain awareness of schedule, budget, and overall prioritization of AEC portfolio:
    • Coordinate with the BAS Operations Manager for assignment of Direct Digital Controls (DDC) technicians and operators.
    • Provide regular status reports across the portfolio.
    • Escalate controls-related issues that threaten schedule, quality, and/or cost.
    • Develop project schedules and cost estimates for University of Michigan (UM) DDC delivered work.

Integrated Delivery, Startup, and Commissioning:
  • Direct the day-to-day tasks and prioritization of construction support, through Project Coordinator(s) and/or directly with trades.
    • Collaborate with commissioning agents, mechanical, electrical, and control contractors to sequence activities ensuring UM DDC schedules are integrated and updated.
    • Apply integrated project/labor delivery methods to improve construction efficiency.
    • Validate functional testing and commissioning tasks, ensuring UM DDC deficiencies are tracked and resolved.
    • Ensure UM DDC delivered work meets project requirements and specifications.
    • Conduct project hand-off activities to the operations and maintenance team.
    • Manage punch lists and warranty logs with the project manager and commissioning agents, driving contractors to closure and ensuring post-occupancy objectives are met.

Standards, Governance, and Technical Oversight:
  • Serve as a standing member of the Building Automation Governance Group (BAGG).
  • Partner with the Systems Assurance Manager and Operations Manager to codify, maintain, and enforce BAS standards, conventions, policies, processes, etc.
  • Support adoption of ASHRAE Guideline 36, NIST 800-82, and other relevant standards.
  • Provide subject matter expertise for controls programming, mechanical system sequencing, and advanced diagnostics software adoption.
  • Coordinate network requirements with UMICH Information & Technology Services (ITS) and Facilities & Operations Information Systems (FOIS) to ensure appropriate network capacity, segmentation, device onboarding, and cybersecurity controls are provisioned to support BAS commissioning, turnover, and long-term operations.

System Modernization:
  • Be ready to scale up internal capacity as required to manage DDC-related decarbonization projects from building level scoping, estimating, planning and execution - primarily pneumatic to electric (P2E) conversion work.
  • Collaborate with the Systems Assurance Manager to support pilot projects and control upgrades, as required.

Required Qualifications*
  • Bachelor's degree from an ABET-accredited engineering program with minimum five (5) years of progressive BAS/DDC and construction project delivery experience.
  • Three or more years of experience with Siemens building automation platforms (Desigo CC and legacy APOGEE).
  • Three or more years of experience managing BAS project scope across varying levels and complexity and size.
  • Ability to interpret construction drawings, control drawings, schematics, and written sequences of operation, and to translate design intent into programmable logic.
  • Understanding/experience with HVAC sequences and modes of operation for commercial, laboratory, and research facilities.
  • Ability to plan and coordinate within a critical path network schedule - basic understanding of project scheduling.
  • Ability to conduct project meetings, track progress, and analyze project performance against established schedule and budget targets.
  • Strong written and verbal communication skills.

Desired Qualifications*
  • Master's degree in engineering or a related technical field.
  • Registration as a Professional Engineer (PE).
  • Integrated Project Delivery (IPD) / Integrated Labor Delivery (ILD) experience.
  • Experience developing or contributing to BAS governance documents, graphics standards, naming conventions, or sequence-of-operation libraries.
  • Working knowledge of decarbonization and energy conservation initiatives as they relate to automation and control systems.
  • Experience supporting large, complex campus environments with diverse building types (research, laboratory, healthcare, academic).
  • Familiarity with Computerized Maintenance Management Systems (CMMS), Construction Management Platforms, and Commissioning Tools.
