Overview
The Technical Delivery Manager (TDM) is accountable for the end-to-end technical delivery of back-office system solutions, ensuring alignment between Quarterhill's core products and customer-specific expectations. Acting as the primary technical authority, the TDM guides programs from bid phase through final system acceptance, translating complex technical requirements into successful, scalable implementations.
This role is both strategic and hands-on-requiring a proactive, consultative, and solution-oriented leader who can drive delivery excellence while fostering strong customer partnerships and enabling long-term success.
Responsibilities
General Leadership & Strategy- Partner with Delivery, Product, Program Management, and Business Leadership teams to define and deliver robust back-office solutions aligned with customer and company objectives.
- Serve as the technical subject matter expert for customer implementations, bridging the gap between product capabilities and client needs.
- Champion a positive customer experience by ensuring solution quality, reliability, and responsiveness.
- Support organizational technology assessments, investigations, and continuous improvement initiatives.
- Contribute to the refinement and optimization of delivery methodologies for back-office systems.
- Provide critical context and insight into customer requirements (both explicit and implicit) to internal stakeholders.
- Demonstrate broad knowledge of tolling systems and Quarterhill's back-office platforms and integrations.
Delivery Execution- Own end-to-end technical delivery for assigned programs, ensuring on-time, high-quality project outcomes and customer satisfaction.
- Collaborate closely with the PMO to ensure disciplined planning, execution, risk management, and reporting.
- Act as the escalation point for technical delivery processes, providing direction and resolution across project teams.
- Ensure alignment of delivery milestones, KPIs, and third-party supplier obligations with contractual commitments.
- Lead and mentor cross-functional delivery teams, providing technical guidance and performance feedback.
- Develop deep subject matter expertise in customer contracts, statements of work (SOW), and delivery commitments.
Customer Engagement & Communication- Serve as the primary technical interface between the customer and Quarterhill organization.
- Build, manage, and strengthen long-term technical relationships with client stakeholders.
- Lead solution discussions, articulate technical strategies, and align stakeholders on delivery outcomes.
- Clearly communicate complex technical concepts to both technical and non-technical audiences.
- Identify and communicate strategic opportunities that add value to the customer and business.
- Promote transparency and collaboration across internal teams, partners, and customer organizations.

Qualifications
- Bachelor's degree in Computer Science, Computer Engineering, Electrical Engineering, Information Technology, or a related discipline
OR- 10+ years of tolling industry experience, including at least two full-cycle agency system deliveries
- Demonstrated experience delivering complex back-office or enterprise system solutions
- Strong understanding of system integration, software delivery lifecycles, and customer implementation strategies
