Full Job Description
Koniag Integration Solutions, LLC a Koniag Government Services company, is seeking a Flight Manual Manager to support KINS and our B52 Government customer. This position is a full-time in-office position and requires the candidate to be able to maintain a SECRET Level Clearance.

Job Summary:

The Flight Manual manager will manage the technical content, format and accuracy of assigned flight manual publications including initial acquisition and verification, sustainment and periodic reviews.

  • Coordinate with the TO manager for flight manual publication contracting, funding, numbering, printing, distribution, and indexing.
  • Ensure overall compliance with policies and procedures established by AF/A4L; AFMC/A4FI; AFMC/A3; the Director, Nuclear Weapons Product Support Center, AF Air Armament Center (AFNWC/NDBD, Eglin AFB FL, 32542); AF Air Armament Center (AFLCMC/LZSA, Eglin AFB FL, 32542) (for non-nuclear weapons); and the Human Systems Division (AFLCMC/WNU, Wright-Patterson AFB, OH, 45433).
  • Participate in the TO Planning and Requirements Conference, Guidance Conference, In Process Reviews, preliminary and critical design reviews, pre- and post-publication reviews, Flight TO Review Boards, and other acquisition functions to develop and maintain quality control in assigned flight manual publication and technical competence on their military system.
  • Determine requirements for new and updated flight manual publications through coordination with using commands.
  • Support aircraft test and delivery schedules.
  • Send requests for deviation or waiver of flight manual publication TO specification requirements to lead command for coordination and AFMC/A4FI for approval.
  • Maintain permanent records of all approved waivers and deviations to flight manual publication TO specifications for the life cycle of the MDS.
  • Monitor flight manual publications and other program TOs affecting the flight manual publication for compatibility.
  • Advise the AF Flight Manual Program Manager of all potential conflicts in flight manual publication policy or specification.
  • Postpone minor corrections or updates to flight manual publication not affecting operations or safety until a major change or revision. If using an interactive electronic technical manual corrections and updates should be made when they are identified.
  • Submit flight manual publications and updates for publishing and distribution.
  • Issue an updated supplement concurrently with a change or revision when the change or revision contains part of that existing supplement. 5.2.15. Ensure concurrent distribution of changes and revisions affecting flight manuals, associated checklists and any associated manuals.
  • Process safety and operational supplements.
  • Distribute flight manual publication changes or supplements associated with Time Compliance Technical Orders (TCTOs) before the TCTO publication. (T-1).
  • Establish a Quality Assurance program to inspect and approve reproduction media and printed or electronic copies of publications before distribution.
  • Determine the need for, schedule and chair a Flight Manual Review Conference for assigned publications.
  • Coordinate all refueling changes affecting flight manuals.
  • Coordinate all MDS-specific non-nuclear weapons manual (-34 series) changes to ensure standardization of all weapons issues.
  • Authorized access to classified information; active security clearance or ability to obtain and maintain security clearance.
  • Other duties as assigned.

Knowledge, Skills & Ability:
  • Certified engineer, flight crewmember with experience in the weapon system, personnel with military aircrew experience using flight manuals or experience as a Flight Manual Manager required.
  • Experience with DoD in a Military, civilian, or contract position supporting DoD programs.
  • Working knowledge of military industry, standards for product delivery, weapons specific systems.
  • Contractor must meet FMM requirements as outlined in AFI 11-215.
  • Complete knowledge of technical order manager responsibilities is essential, to include knowledge of applicable processes, regulations and TO management systems such JCALS, ETIMS, et al.
  • Must provide support to document any changes or revisions to all TOs and other documents that may be impacted by modification or safety issue.
  • Knowledge of technical data requisition is necessary.
  • Must have experience requiring the use of military technical orders including sustainment support of technical orders.
  • Possession of excellent technical writing, briefing, and facilitation skills.
  • Requires a self-starter with strong leadership skills.
  • Demonstrated skill in negotiation, building consensus and achieving compromise.
  • Demonstrated Technical Leadership Skills.
  • Strong computer skills with a working knowledge of Microsoft Office Suite.
  • Strong oral and written communications skills and the ability to communicate effectively with all levels of the organization.
  • Excellent interpersonal skills; must be able to work independently and interact effectively with all levels of the organization.
  • Dependable attendance.
  • U.S. Citizen or U.S. Person status.


Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. The incumbent is required to stand; walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time, review information on a computer screen and be able to withstand repetitive motion (up to 10 hours a day with lunch and breaks). The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus. Must have manual dexterity to operate computer keyboard and standard office equipment and ability to work more than a 40-hour week if necessary.

Working Environment & Conditions

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate.

Office Location and Travel

This position is located at Tinker AFB.

Up to 25% travel may be required.
