Full Job Description
The AWS Cloud Database Administrator must be able to meet the key criteria below:

Location: Hybrid-Remote. Must be able to be onsite, as needed, for program execution in Suitland, MD. Once per week is the anticipated onsite requirement.

Years' Experience: 5+ years database administration experience

Education: Bachelor's Degree in IT related field.

Security Clearance: IBR is a federal contractor. Applicants must be able to obtain and maintain a Public Trust security clearance issued by the United States Census Bureau. This agency handles and adjudicates the security clearance process.

NOTE: United States Citizenship is required as part of the eligibility criteria to be able to obtain this type of security clearance.

Position Overview

IBR is seeking an AWS Cloud Database Administrator with 5+ years of hands-on experience supporting PostgreSQL and Oracle RDS instances in AWS, including production performance tuning, backup and recovery, security compliance, and automation using cloud-native tools. The role will require experience with on-premises Oracle Exadata, including multitenant configurations, ASM, RAC, RMAN, and lifecycle maintenance, along with familiarity operating Oracle Cloud Infrastructure (OCI) Exadata Cloud[redacted] (ExaCC) environments. This role supports mission-critical enterprise databases across on-prem, cloud, and hybrid infrastructures, ensuring high availability, secure operations, and scalable solutions.

Responsibilities
  • Administer and optimize AWS RDS PostgreSQL and Oracle RDS databases, including provisioning, major/minor upgrades, performance tuning, query optimization, snapshot management, backup strategies, monitoring (CloudWatch), and lifecycle operations.
  • Develop and maintain PostgreSQL PL/pgSQL procedures, indexes, partitions, and performance-tuned workloads for large enterprise datasets.
  • Automate deployments and environment configuration using Terraform, CloudFormation, Ansible, Lambda scripts, and AWS-native automation tools.
  • Provide operational support and maintenance for Oracle Exadata on-premises-including multitenant RAC, ASM deployments, RMAN backup/restore, patching, performance tuning, and troubleshooting across standalone and pluggable databases.
  • Support or contribute to operations involving OCI Exadata Cloud[redacted] (ExaCC), leveraging knowledge of Exadata architectures, multitenant environments, and cloud-based database operations. (Concept integrated based on Exadata knowledge from source content).
  • Oversee database upgrades, migrations, and provisioning activities for Oracle environments, including transitions from 19c 1 26ai multitenant.
  • Maintain secure configurations and compliance with Census and federal standards, including NIST 800-53, RMF, data encryption, wallet/TDE configuration, IAM roles, parameter baselines, and monitoring best practices.
  • Integrate database platforms with enterprise applications and services (AWS Lambda, Tomcat/WebLogic), supporting high-availability architectures and secure data flows.
  • Conduct continuous database monitoring using AWS CloudWatch, OEM, AWR, ASH, ADDM, and implement performance improvement recommendations


Qualifications
  • 5+ years of professional experience supporting AWS RDS PostgreSQL and Oracle RDS in production environments.
  • Must be able to obtain and maintain a Public Trust security clearance.
  • Bachelor's Degree in IT related field required.
  • Oracle and/or AWS cloud certification(s) preferred.
  • Demonstrated operational experience with Oracle Exadata on-premises-RAC, ASM, RMAN, multitenant management, performance tuning, and patching cycles.
  • Experience performing Oracle upgrades, provisioning, cloning, Data Guard/standby deployments, and high-availability operations.
  • Strong knowledge of AWS RDS operational tooling (CloudWatch, snapshots, alerts) and infrastructure-as-code technologies such as Terraform and CloudFormation.
  • Hands-on experience with PostgreSQL PL/pgSQL development and optimization.
  • Understanding of OCI Exadata Cloud[redacted] (ExaCC) concepts, Exadata architecture, and cloud/hybrid deployment models.
  • Experience supporting large multitenant RAC clusters across Linux and Solaris environments.
  • Experience with CI/CD pipelines (Jenkins, Docker, GitHub), scripting (Shell, Python, Bash), and DevSecOps automation.
  • Experience monitoring enterprise workloads using OEM, CloudWatch, ASH/AWR, ELK, etc.

Salary Range: $115,000.00 - $160,000.00 USD annually.
