The AVP FCRM Systems Intelligence Analyst role is responsible for developing and managing anti-money laundering (AML) compliance projects and technology initiatives for Financial Crimes Risk Management (FCRM). The role develops project plans and outlines key milestones and deliverables, drafts business requirements, reviews information technology functional specifications, and drafts and executes user acceptance testing (UAT) scripts that enhance the Bank's existing AML and sanctions technologies. The role applies knowledge of AML risk methodologies, coverage analysis, and transaction monitoring red flags to recommend system and process enhancements that align customer activity with regulatory expectations, industry trends, and the Bank's risk profile. The role requires an understanding of the Bank's Risk Appetite and the ability to manage, identify, and adjust to the Bank's changing customer risk profile.
Key Responsibilities
- Develops and reviews all types of business requirements, functional specifications, and technology translation documents, including scopes of work, test scripts, release checklists, UAT logs, functional specification documents, and runbooks.
- Assists the Actimize Suspicious Activity Monitoring (SAM) tuning manager with rule coverage mapping and assessment, rule logic review, above-the-line and below-the-line threshold tuning, testing, and work paper documentation.
- Drafts and manages project plans and defines project dependencies, assumptions, and risks.
- Drafts business requirements, procedural documents, and memos, and gains buy-in from key stakeholders.
- Applies analytical judgment and critical thinking to draw conclusions and develop suggestions and recommendations with minimal guidance.
- Provides AML compliance support when issues or questions arise with operating teams.
- Manages the Quickbase application to track issues, enhancements, and other systems requests, and assists information technology with prioritization.
- Assists with vendor discussions, proofs of concept, and feasibility studies on next-generation tools applicable to the current platform.
- Presents analysis and findings to executive and senior management, auditors, and examiners, creating presentations and recommendations supported by evidence that advance AML program objectives.
- Develops and maintains the documentation necessary to support the analytics process within the AML and sanctions risk management team and to support regular internal and external audits and examinations.
- Assists department leadership in preparing materials required for audits and examinations.
- Develops close working relationships across departments, including operations, advisory, business, technology, projects, and investigations, to address process, monitoring results, and analysis.

Qualification Requirements
- Undergraduate degree in a related field, or an equivalent combination of training and experience.
- Minimum of 6 years of business analyst experience in financial services.
- Minimum of 1 year of project management experience.
- Minimum of 1 year of Bank Secrecy Act (BSA), AML, Office of Foreign Assets Control (OFAC), and compliance experience.
- Minimum of 1 year of experience testing and validating BSA, AML, and OFAC models preferred.
- Minimum of 1 year of experience tuning and optimizing BSA and AML monitoring and detection systems preferred.
- Experience defining key risk metrics, dashboards, and analytics preferred.
- Experience updating the AML monitoring coverage assessment, identifying typologies related to the Bank's products, services, and most recent AML risk assessment, and mapping them to the existing Actimize SAM rule set preferred.
- Experience identifying trends, analyzing the effectiveness of automated monitoring methods, and summarizing findings clearly for AML senior management preferred.
- Working knowledge of BSA, OFAC, the USA PATRIOT Act, and related regulations, directives, and guidance as they affect processes, systems, and technology.
- Excellent verbal, written, and interpersonal communication skills, with the ability to communicate effectively with all levels of the Bank.
- Strong problem solving, critical thinking, and analytical skills, with the ability to apply a defined methodology to monitoring processes.
- Familiarity with technology concepts, including coding, Structured Query Language (SQL), scripts, and deployment cycles.
- Ability to proactively identify and assess potential concerns and risks.
- Ability to manage multiple projects concurrently, resolve issues, work independently, and meet deadlines.
- Ability to work effectively in a team-oriented, multitasking environment.
- Good organization and time management skills in a dynamic environment.
- Mid-level proficiency in Microsoft Office, including Excel, PowerPoint, Project, Visio, Word, and Outlook.

- Queries and interprets Actimize alerts accurately and makes tuning decisions that improve the efficiency and effectiveness of surveillance, investigations, and know your customer (KYC) processes.
- Delivers business requirements, test scripts, and release documentation that are complete, accurate, and accepted by information technology and business stakeholders without rework.
- Produces tuning, testing, and model validation work papers that withstand internal audit and regulatory examination.
- Meets project milestones on schedule, with dependencies, assumptions, and risks identified early.
