Location: Lexington Park MD - Hybrid
Position: Aviation Logistics Planner Senior
Overview:ITC Defense is seeking an experienced Aviation Logistics Planner Senior to support NAVAIR's International Sustainment Department (AIR-4.5) and PMA-207 in sustaining the Kuwait Air Force KC-130J fleet. This role serves as a key logistics and sustainment advisor supporting Foreign Military Sales (FMS) programs, aircraft readiness initiatives, maintenance planning, repairable asset management, configuration control, and long-term sustainment strategies. The ideal candidate combines aviation logistics expertise, FMS experience, and strong analytical skills to ensure continued mission readiness and operational support for an international customer.

Responsibilities

Support could be in any combination of (but not limited to) the following general areas:Supportability and Sustainment
  • Monitor and analyze aircraft fleet performance, reliability, maintainability, and readiness metrics; identify trends and recommend corrective actions to improve operational readiness and mission capability.
  • Support the development, implementation, and continuous improvement of Integrated Logistics Support (ILS) and sustainment plans for the KC-130J fleet.
  • Review and update logistics and maintenance documentation, including Engineering Change Proposals (ECPs), Technical Directives (TDs), and other sustainment-related products to ensure configuration control and compliance.
  • Track and manage the implementation of ECPs and aircraft modifications from approval through installation on fielded aircraft.
  • Analyze maintenance data, failure trends, and supportability issues; assist with root cause analysis and development of corrective action plans.
  • Support Repair of Repairables (ROR) programs by monitoring repair cycles, turnaround times, inventory levels, and supply support effectiveness.
  • Maintain and update repairable asset records and associated logistics databases to support fleet sustainment planning and workload forecasting.
  • Support Readiness Improvement Program (RIP) initiatives through maintenance workload analysis, readiness assessments, and implementation of corrective actions.
  • Participate in logistics support transition planning, including the transfer of support responsibilities to field activities and customer organizations.
  • Monitor customer aircraft support posture and develop recommendations to address sustainment challenges, readiness shortfalls, and support deficiencies.
  • Support Diminishing Manufacturing Sources and Material Shortages (DMSMS) efforts by identifying obsolescence risks and recommending mitigation strategies.
Foreign Military Sales (FMS) Support
  • Analyze and evaluate requests from foreign governments for Price and Availability (P&A) data and provide logistics recommendations and supporting documentation.
  • Support execution of FMS logistics and sustainment programs in accordance with Letters of Offer and Acceptance (LOAs), Program Support Plans, and applicable Department of Defense guidance.
  • Coordinate sustainment activities between U.S. Navy organizations, contractors, and international customers to ensure effective program execution.
  • Analyze logistics impacts associated with engineering changes and modifications and provide recommendations regarding costs, support requirements, and implementation strategies.
  • Support development and execution of follow-on sustainment strategies, including repair, supply support, and maintenance planning initiatives.
Collaboration and Continuous Improvement
  • Participate in logistics reviews, maintenance conferences, program management reviews, and integrated product team meetings.
  • Establish and maintain effective working relationships with government personnel, contractors, fleet representatives, and international stakeholders.
  • Identify opportunities to improve logistics processes, sustainment effectiveness, and readiness outcomes through data-driven analysis and best practices.
  • Prepare reports, briefings, metrics, and other documentation to support program leadership and customer decision-making.
  • Other duties as assigned.
Minimum Qualifications
  • Active Department of Defense Secret Security Clearance or Interim Secret Security Clearance.
  • Master's Degree from an accredited college or university and more than ten (10) years of relevant experience supporting Foreign Military Sales (FMS), aviation logistics, aircraft sustainment, program management, acquisition, life cycle management, or related technical/business disciplines.
    • A Bachelor's Degree and six (6) additional years of relevant experience may be substituted for a Master's Degree.
  • Experience supporting aviation logistics, aircraft sustainment, maintenance planning, Integrated Logistics Support (ILS), or Integrated Product Support (IPS) activities.
  • Experience supporting Foreign Military Sales (FMS) programs.
  • Experience analyzing logistics, maintenance, reliability, readiness, or supportability data to identify trends and recommend solutions.
  • Experience coordinating with government, contractor, and international stakeholders.
  • Proficiency with Microsoft Office Suite, including Excel, Word, PowerPoint, and Outlook.
Preferred Qualifications
  • Experience supporting NAVAIR aviation programs.
  • Experience supporting PMA-207, C-130, or KC-130 aircraft programs.
  • Experience supporting international military customers or coalition partners.
  • Experience with Diminishing Manufacturing Sources and Material Shortages (DMSMS) management.
  • Experience supporting Repair of Repairables (ROR) programs and readiness improvement initiatives.
  • Knowledge of NAVAIR acquisition, sustainment, and life-cycle management processes.
  • Familiarity with Letters of Offer and Acceptance (LOAs), FMS case execution, and international sustainment planning.

For individuals assigned and/or hired to work in Maryland, ITC Defense is required by law to include a reasonable estimate of the compensation range for this role. This compensation range is specific to the State of Marylandand takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and delivery model. We would not anticipate that the individual hired into this role would land at or near the top end of the range, but such a decision will be dependent on the facts and circumstances of each case. A reasonable estimate of the range is $82,000.00 - $112,000.00 annually.

You may also be eligible to participate in a discretionary annual incentive program, subject to the rules governing the program, whereby an award, if any, depends on various factors, including, without limitation, individual and organizational performance.
