Position Overview

The Project Manager is responsible for the successful execution of asphalt paving, concrete, and heavy civil construction projects from project award through closeout. This position works closely with the Estimating, Contracts, Operations, and Field Management teams to ensure projects are completed safely, on schedule, within budget, and in accordance with contract requirements and company quality standards.

The ideal candidate is an organized and proactive leader with strong communication, financial management, and problem-solving skills who thrives in a fast-paced construction environment.

Key Responsibilities
  • Manage multiple asphalt paving, concrete, and heavy civil construction projects from pre-construction through project completion.
  • Coordinate project activities with Estimating, Contracts, Operations, Superintendents, Foremen, and field personnel to ensure efficient project execution.
  • Review project plans, specifications, contracts, schedules, and bid documents to fully understand project scope and contractual obligations.
  • Develop and maintain project budgets, cost forecasts, schedules, and production goals while monitoring financial performance throughout the project lifecycle.
  • Monitor labor productivity, equipment utilization, trucking logistics, subcontractor performance, and material usage to maximize project profitability.
  • Forecast project performance.
  • Conduct pre-construction meetings and coordinate project startup activities with internal teams, subcontractors, suppliers, and clients.
  • Manage subcontract agreements, purchase orders, change orders, requests for information (RFIs), submittals, and project documentation.
  • Identify project risks, constructability concerns, scheduling conflicts, and contract issues, and implement proactive solutions to minimize impacts.
  • Serve as the primary point of contact for owners, general contractors, engineers, inspectors, municipalities, subcontractors, and suppliers throughout the project.
  • Ensure all work complies with contract documents, project specifications, company quality standards, and applicable TxDOT, municipal, OSHA, and environmental requirements.
  • Monitor project schedules and coordinate crews, equipment, materials, trucking, and subcontractors to meet production goals and contractual milestones.
  • Review and approve project costs, invoices, subcontractor pay applications, and monthly cost reports, including billing and collecting for projects.
  • Prepare project forecasts, job cost analyses, progress reports, and other management reports.
  • Lead project meetings and maintain effective communication between office staff, field operations, and clients.
  • Promote a strong safety culture by ensuring all projects comply with company safety policies and regulatory requirements.
  • Assist with project closeout, final documentation, customer acceptance, and warranty activities.
  • Develop and maintain positive relationships with clients, municipalities, engineers, subcontractors, suppliers, and industry partners.
  • Perform additional duties and responsibilities as assigned.

Qualifications
  • Minimum of 5 years of project management experience in asphalt paving, heavy highway, concrete, site development, or heavy civil construction.
  • Associate's or Bachelor's degree in Construction Management, Civil Engineering, or a related field preferred; equivalent industry experience will be considered.
  • Strong understanding of construction contracts, project scheduling, estimating, and cost control.
  • Experience managing municipal, commercial, and/or TxDOT construction projects preferred.
  • Proficiency with Microsoft Office Suite, particularly Excel, Outlook, and Word.
  • Experience with construction management software such as HCSS, HeavyJob, Procore, Viewpoint, ComputerEase (CE), B2W, or similar platforms is preferred.
  • Excellent leadership, organizational, negotiation, and communication skills.
  • Strong analytical and problem-solving abilities.
  • Ability to prioritize multiple projects while consistently meeting deadlines.
  • Self-motivated with the ability to work independently and collaboratively in a team environment.
  • Professional demeanor with a commitment to customer service and continuous improvement.

Knowledge & Skills
  • Mid-level Project Management position.
  • Thorough understanding of asphalt paving, concrete construction, grading, drainage, and heavy civil construction operations.
  • Ability to read and interpret construction plans, specifications, contracts, schedules, and project financial reports.
  • Strong knowledge of job costing, budgeting, forecasting, production tracking, equipment utilization, and subcontract management.
  • Familiarity with TxDOT specifications, municipal contracts, and public works construction is preferred.
  • Working knowledge of OSHA safety regulations and construction best practices.

Working Conditions
  • Hybrid work environment with a combination of office and remote work. Candidates must reside within the Austin, San Antonio, or Houston metropolitan areas.
  • Regular travel throughout Texas to visit project sites, attend meetings, and support field operations.
  • Full-time, hourly position.
  • Occasional overtime, early mornings, evenings, and weekends may be required based on project schedules.
  • Must successfully comply with the Company's drug and alcohol testing requirements.
  • Periodic attendance at company meetings, training sessions, and employee events is required.
