Full Job Description
Overview

Leveraging both in-domain and cross-domain expertise to maximize our clients’ success, SLA Division acts as trusted agents to senior decision-makers and key leaders and excels at providing data driven analytic insights, systems engineering, strategies, and plans that address current and emerging challenges to national security.

The AUKUS, Submarines, and Industrial Base Group (ASIG), within the Sea, Land, Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to NAVSEA Team Submarine program offices and key stakeholders surrounding submarine platform construction.  Team Submarine unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy’s top acquisition priority), the Virginia-class SSN program and the new SSN-X program (developing the next generation attack submarine), to bring improved capabilities to our undersea forces.  Analysts and Engineers supporting Team Submarine will continue SPA’s decades of support to the SSBN force, as well as supporting oversight of cutting-edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. These are high-profile, major acquisition and manufacturing programs of significant importance to the future capabilities of the US Navy in an era of renewed strategic competition.

Responsibilities

The selected candidate will provide support to the AUKUS program to establish, assess, and transition the organizational capability to manage and exploit Subsea and Seabed Warfare (SSW) concepts, operations, and technical integration. This role involves developing and disseminating high-impact documentation to educate a diverse spectrum of stakeholders—ranging from cross-warfare fleet operators to senior military and government decision-makers—on core SSW concepts. The selected candidate will analyze operational processes and command structures to recommend organizational changes that initiate and sustain United States Navy (USN) and AUKUS-wide comprehension of SSW capabilities, threats, and opportunities. To ensure threat and technology alignment, the selected candidate will coordinate with the Intelligence Community, TYCOMs, fleet operational units, and the acquisition community to synthesize capabilities, gaps, and technical opportunities for leadership. In some cases, the candidate will also be called upon to support SSW exercise planning and management.  Finally, this position supports the coordination, scheduling, and facilitation of high-level meetings and collaboration activities to ensure alignment among USN stakeholders, AUKUS allies, and the US AUKUS governance structure, maintaining a key role in transitioning cutting-edge SSW concepts into an enduring allied capability framework.

Qualifications

Required:

  • Bachelor’s Degree
  • Current DoD TOP SECRET/SCI clearance with the ability to maintain it throughout employment with 5+ years professional experience
  • Proficiency in Navy and/or Joint planning and mission engineering processes
  • Ability to communicate task and project status to supervisors and the Government client at the O-5/6/GS-14/15 level effectively including creating verbal and written communication products
  • Strong administrative, organizational, and analytical skills and the willingness to learn and build relationships with stakeholders
  • Demonstrated strength in analysis and problem solving, paired with meticulous attention to detail
  • Strong written and verbal communication skills and proficiency with MS Office applications

Desired:

  • Experience supporting a NAVSEA acquisition program office. Experience/knowledge of Navy acquisition program office organizations and processes
  • Experience with PAE RAS and DRPM Submarines
  • Experience in planning or mission engineering within warfare areas such as submarine or anti-submarine warfare, undersea surveillance, naval special warfare, or related commercial sectors
