Overview

The AUKUS, Submarines, and Industrial Base Group (ASIG), within the Sea, Land, Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to Director Submarine Program directorates and key stakeholders surrounding submarine platform construction. Director Submarine Program unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy's top acquisition priority), the Virginia-class SSN program, the new SSN-X program (developing the next generation attack submarine), and the AUKUS Integration and Acquisition Office, to bring improved capabilities to our undersea forces. Analysts and Engineers supporting Director Submarine Program will continue SPA's decades of support to the SSBN force, as well as supporting oversight of cutting-edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. These are high-profile, major acquisition and manufacturing programs of significant importance to the future capabilities of the US Navy in an era of renewed strategic competition. #MC

SPA has an immediate need for an AUKUS Program Analyst in Pearl Harbor, HI.

Responsibilities

The candidate's primary responsibility will be a policy and program analyst supporting the Commander, U.S. Pacific Fleet (COMPACFLT) Plans and Policy Directorate (N5). The incumbent will provide direct contractor support to the trilateral security partnership between Australia, the United Kingdom (UK), and the United States referred to as AUKUS. The primary focus of this role is to provide policy analysis and coordination in support of COMPACFLT's AUKUS-related efforts. This role involves assisting in the coordination of efforts across multiple commands to help align AUKUS initiatives with U.S. Pacific Fleet objectives, while providing administrative and analytical support for Australia and UK-related policy within the N5 directorate. The role also involves providing administrative support to AUKUS-related VIPs visiting COMPACFLT.

The candidate's secondary responsibility will be supporting Commander, Submarine Forces U.S. Pacific Fleet (COMSUBPAC) Plans and Policy Directorate (N5) and Total Workforce Management (N1). The focus of this role is to provide administrative support to AUKUS-related VIPs visiting COMSUBPAC, International Military Students (IMS) training at Pearl Harbor Naval Shipyard (PHNSY) and assist COMSUBPAC N1 with Submarine Squadron THREE (CSS 3) stand up.

This position is primarily on site and seated at COMPACFLT N5. Occasional travel between COMPACFLT and COMSUBPAC using a POV should be expected. Travel outside of the Pearl Harbor area as part of this assignment should be minimal (i.e. less than 10%).

Areas of focus include:
  • Serving as the primary analyst for the review, coordination, and endorsement of AUKUS-related technical execution documents that formalize requirements for the establishment of U.S. Submarine Rotational Force - West (SRF-W), such as Requirements Reference Documents (RRDs) and technical arrangements.
  • Reviewing documents pertaining to a wide range of efforts including infrastructure, posture, maintenance, repair, and overhaul (MRO) locations, base services, and logistics to ensure alignment with U.S. policy and COMPACFLT objectives.
  • Facilitating communication between COMPACFLT N5, the AUKUS Integration and Acquisition (I&A) Program Office, US PACOM, and other key stakeholders.
  • Reviewing national and combatant command-level strategic documents to extract key tasks and compiling data to support N5 leadership in developing policy recommendations.
  • Developing and maintaining background papers, briefing materials, and progress reports for N5 leadership on the status of AUKUS-related document reviews and other assigned policy matters.
  • Coordinating between outside agencies and COMPACFLT/COMSUBPAC for VIP visits. Responsibilities include verifying Defense Information System for Security (DISS) visit requests are submitted and available at CPF/JBPHH Pass and ID Office, and handoff to the responsible Directorate, who will manage the VIP visit agenda and coordination.
  • Coordinating between PHNSY, COMSUBPAC, and OPNAV for message approvals for IMS training at PHNSY.
  • Assisting COMSUBPAC N1 with the force flow of personnel manning CSS 3 in support of SRF-W.
  • Providing regular updates on key activities, emerging issues, and potential risks to program execution.
  • Providing broad analytical and coordination support for other Australia and UK-related foreign engagement activities and strategic plans within the N5 directorate to ensure a unified and consistent approach.


Qualifications

Education and Qualifications:
  • U.S. Citizenship with valid US passport
  • 5+ years DoD experience; ideally submarine force
  • Active SECRET (or higher) security clearance and the ability to maintain it throughout employment
  • Bachelor's degree
  • Knowledge of U.S. military operational planning, policy development, and organizational structures
  • Able to prepare written documentation to transfer information about concepts, situations, policies, products, services, or results to audiences with varying levels of technical or policy knowledge
  • Thorough understanding of grammar, sentence structure, and intended audiences to the process of reviewing, editing, or constructively critiquing a document, publication, or message
  • Skill in clearly and effectively conveying information verbally and in writing to senior leaders; able to deliver clear, effective communication and ability to take responsibility for understanding others
  • Knowledge and ability to use computers and related technology; proficient in Microsoft Office products, including MS Teams

Desired Qualifications:
  • Demonstrated experience in program management, policy development, and/or military operational planning
  • Experience working on or with a major military staff (e.g., Joint Staff, component, or combatant command), including familiarity with staff functions, correspondence, routing, executive-level briefings, and cross-directorate coordination
  • Familiarity with international agreements, military-to-military engagement, and Status of Forces Agreements (SOFA)


Pay Range Information
