Full Job Description
Summary

This position is part of the National Archives and Records Administration.The incumbent will work in the Office of Inspector General (OIG) serving as a technical authority, responsible for the entire audit lifecycle-from formulating original audit approaches for novel problems to interpreting obscure or conflicting laws and regulations. Their work involves resolving long-standing problem areas of vital importance to the agency and directing resources.

As an Auditor (Performance/IT), you will:

  • Prepare and conduct audits and program evaluations which focus on audit and evaluation objectives..
  • Communicate report findings and provide recommendations to improve programs and internal controls.
  • Plan, organize and direct the operations of assigned Generally Accepted Government Auditing Standards (GAGAS) audits to ensure an efficient and economical use of assigned resources.
  • Review corrective actions on prior audit findings and evaluate the adequacy of those corrective actions.
  • Prepare various types of reports, briefings, and testimony that covers internal control weaknesses for NARA programs and major IT systems.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience for the GS-14: You must have at least one year of experience at the GS-13 level or equivalent that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position includes:

  • Plan and conduct a variety of audits using analyses and Generally Accepted Government Auditing Standards (GAGAS) auditing techniques to solve a variety of problems. AND
  • Review corrective actions on prior audit findings and evaluate the adequacy of those actions. AND
  • Plan and execute Generally Accepted Government Auditing Standards (GAGAS) audits of a complex non-routine nature.


Education

Individual Occupation Requirement:

Basic Requirements for Performance Auditors:


  • Degree in auditing or a degree in a related field such as business administration, finance, public administration or accounting;


OR

  • Combination of education and experience-at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:


1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; OR

2.
Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
