About Our Directorate:

The Technology Operations directorate conducts various types of audits and evaluations of the Postal Service's cybersecurity and technology processes, tools, and operations. The directorate oversees one of the world's largest technology infrastructures, which includes five national deployment and solution centers, 32,000 network locations, 20,000 servers, and more than 930 applications operating on more than 180,000 devices. The directorate helps to reduce the risk of fraud, inappropriate disclosure of sensitive data, and disruption of critical postal operations and services by assessing whether USPS information resources provide the highest level of security, reliability, and value expected by USPS customers. The directorate also provides oversight of the Postal Service's responsibility to safeguard employees, customers, critical infrastructure, and information systems against cyberthreats.

About the Position:

As the Audit Manager (Information Systems), you will supervise the activities of staff engaged in performing audits and reviews of the development, acquisition, operations, security, and internal controls of Postal Service information technology systems and applications to determine the adequacy of general and application security controls; to provide assessments of efficiency, compliance with laws, regulations, policies, and/or contracts; and to detect fraud, waste, and abuse.

You will act as the authoritative resource for technology systems, applications, and cybersecurity in audits. As manager of the information systems function, you'll address complex problems involving interrelated programs, systems, and policies.

Responsibilities include the day-to-day management of work; collaborating with peers and subordinates to ensure effective advisory services; and otherwise ensuring continuous progress toward stated goals. Successful candidates will have experience in:

  • Provides authoritative advisory service and/or develops authoritative policy interpretations for matters related to information technology audits and operations and related data analytics.
  • Schedules projects and staff assignments in compliance with the organization's needs. Develops and communicates strategic framework/outline for audit projects to ensure adequate research, data analysis, audit scope, methodology and field work execution provide sufficient, relevant, reliable and competent evidence of Postal Service functional areas for each audit project.
  • Directs audit projects to ensure professional standards are maintained in the planning and execution phase and in the accumulation of evidentiary data in accordance with OIG policies and procedures and Generally Accepted Government Auditing Standards.
  • Counsels and guides subordinates to ensure that the approved audit objectives are met, and that adequate practical coverage is achieved.
  • Reviews and edits audit reports and, in conjunction with the team for the assigned project.
  • Presents oral briefings to management. Provides for and performs research on audit techniques.
  • Accumulates data, maintains records, and prepares status reports on the administration of audit projects and other assigned activities.
  • Assists in evaluating overall audit results.
  • Ensures a shared understanding of job objectives, roles, and report messages by facilitating job-related meetings and coaching others when necessary.
  • Plans, organizes, and conducts research on sensitive information systems, information technology methods, controls and strategies, policies and procedures, and management practices to identify appropriate solutions.
  • Represents the Office of the Inspector General in meetings with high-level officials from the United States Postal Service, other agencies, vendors, and members of external organizations, to include presenting results of assessments and studies (which may be complex or controversial), negotiating agreements, and influencing approval and implementation of agency-wide solutions and plans.
  • Assures subordinate staff implement the goals and objectives of agency-wide programs. Implements established goals and objectives; assesses measures that evaluate performance; and makes recommendations for program improvement.

Qualifications

Compensation: The USPS OIG is an Excepted Service agency, uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Manager Band level, equivalent to a GS-14. The salary range for this position is $136,093.00 - $193,790.00. The salary figures include locality pay. For locality table specifics, visit: OPM's General Schedule (GS).

Position Minimum Qualification Requirements

You must meet all the minimum qualifications listed below.

Professional Experience Requirement:

  • Four (4) or more years of full-time experience in leading complex, multi-location (organization-wide) technical audits, evaluations, or assessments;


OR

  • Four (4) or more years of full-time experience evaluating the efficiency and effectiveness of programs, functions, and operations, or related responsibilities for managing and maintaining system security postures. (Your resume must reflect where, when, and how you gained this experience)


Education Requirement:

  • Degree in auditing or in a related field (please see below for related field degree list) such as computer science, information technology, cybersecurity, or information assurance (must submit transcripts from an accredited college or university.)


OR

  • A combination of education and experience - at least four (4) years of experience in performance auditing, or an equivalent combination of experience performing technical assessments, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
    • Technical certificate such as a Certified Information Systems Auditor (CISA) or Certified Information Systems Security Professional (CISSP), or Certified Information Security Manager (CISM); OR
    • Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours (must submit transcripts from an accredited college or university.)


Auditor (0511) Related and Accepted Degrees:

  • Business Related, including but not limited to:
    • Auditing, Accounting, Business Administration, Economics, Finance, International Business, Management, Marketing, Organizational Behavior/Psychology, etc.
  • Government Related, including but not limited to:
    • Criminal Justice, Political Science, Public Administration, Public Policy, Law, Public Relations/Communications, etc.
  • Technically Related, including but not limited to:
    • Engineering, Cybersecurity, Information Security, Information Assurance, Computer Science, Networking, Information Technology, Human Resources, Journalism/Investigative Reporting, Logistics, Supply Chain Management, etc.


Desirable Qualifications

  • Advanced degree.
  • Professional certification(s), e.g., CISA, CISSP, CISM, CAP, CASP+, or data analytics-related.
  • Proficiency in data analytics tools or programming languages such as Python, SQL, R, ACL, or similar platforms, with a strong ability to apply programming skills for advanced data analysis and visualization to enhance audit processes and decision-making.

  • Knowledge of the organization of the Office of the Inspector General, its mission, program objectives and operations, and the relationship of audit functions with agency management functions.
  • Skill in planning work to be accomplished by subordinates; setting priorities; evaluating performance; giving advice, counsel, and instructions; effecting minor disciplinary actions; and identifying developmental and training needs.
  • Skill in defining problems, analyzing alternatives, and recommending solutions to difficult audit problems.
  • Ability to express and present ideas clearly and concisely, both orally and in writing.
