RESPONSIBILITIES - Assist the Vice President in overseeing, strengthening, and expanding the Access to Benefits department
- Provide cross-programmatic support as needed to ensure smooth operations across all Benefits sites
- Provide leadership for benefits navigation programs, including those focused on SNAP, Medicaid, health insurance access, and housing assistance.
- Train, mentor, and guide new program directors to ensure alignment with agency and contractual expectations
- Represent BronxWorks at external meetings, interagency working groups, and conferences across the five boroughs and occasionally outside NYC
- Participate in evening and weekend events or meetings as required
- Assume responsibility for all aspects of assigned programs including staff and programs
- Set and implement goals for programs under your portfolio
- Participate actively in agency management
- Plan and develop department programs
- Help lead fundraising activities; write proposals and/or coordinate proposal writing team
- Develop budgets for new and existing programs
- Ensure all Access to Benefits and Homelessness Prevention Benefit program operations are aligned with government regulations, funding requirements, and reporting standards.
- Monitor expenses and work cooperatively with the fiscal department
- Oversee and submit all contract reports to funding source
- Develop corrective plans for programs that are not meeting contractual obligations
- Act as liaison between the programs under your portfolio and the agency, i.e. interact with administration staff and staff within other departments; work to create positive working relationships within BronxWorks
SUPERVISORY EXPECTATIONS:- Conduct regular meetings with program directors and coordinators (at least once per month)
- Perform case record reviews (sample case records of all programs at least once per month)
- Perform staff evaluations (progress reports for all programs at least once per month)
- Organize and plan staff training
- Read, analyze and respond in writing to monthly reports from program directors hours per week
- Assist with personnel issues
- Develop job descriptions
- Review and approve all staff hiring
- Discipline staff, including placing staff on interim performance review when appropriate
- Review and approve vacation requests
- Monitor staff compliance to agency guidelines (use of sick time, on-time performance, etc.)
- Assist in the termination of staff when necessary
- Participate in interdepartmental meetings and events
- Actively support agency-wide events
- Share resources with other departments
- Participate in relevant interagency organizations and coalitions
- Represent agency at public events
QUALIFICATIONS - Master's Degree in Social Work, Public Administration, Business, or related field
- Expertise in public benefits systems and program administration.
- Five to seven years experience in a social services agency with contract management
- responsibility
- Three to five years supervisory experience
- Solid budget management and grant writing experience
- Knowledge of NYC benefit systems, including SNAP, Medicaid, Cash Assistance, SSI/SSD, and Fair Fares.
PHYSICAL REQUIREMENTS - Ability to use a computer for prolonged periods.
- Ability to occasionally lift and/or move up to 10 pounds.
- Ability to stand, walk, or sit for long periods of time, or climb five flights of stairs, if required to conduct home visits and/or fieldwork.
- Ability to bend and retrieve objects and/or documents.
- Ability to travel in the boroughs of New York City and its adjacent counties via public transportation.
- Ability to travel for a minimum of 1 mile within a reasonable amount of time and in all types of weather, including inclement weather, if required to conduct home visits and/or field work.
