Location: RemoteDescriptionPosition OverviewBME Strategies is recruiting for an Associate Principal within the Monitoring, Evaluation and Quality Improvement (MEQI) practice, with a portfolio spanning state-scale program evaluation and public health data modernization. This may include rural health evaluation design and implementation, multi-site evaluation architecture, performance measurement for complex public health initiatives, public health data strategy, health information exchange (HIE) integration, data governance, and capacity-building for public health agencies navigating a rapidly changing data landscape.
Candidates may come to this role from a program evaluation background, a public health data systems background, or both. What is consistent across strong candidates is a track record of leading complex engagements at the state level; managing and developing staff; holding client relationships with sophistication and commercial awareness; and contributing to business development with the credibility of someone who has delivered at scale. Key Responsibilities- BME Org-Wide Responsibilities for Associate Principals:
- Subject Matter Expert; contributes to practice area knowledge-building and technical standards; may present or publish externally
- Serves as senior technical expert and advisor on projects; may take on account management responsibilities; contributes to project design and quality oversight in a technical and advisory capacity.
- Provides technical guidance across the firm; contributes to practice area development; formal mentorship of Advisors and Senior Advisors without people management responsibilities
- Contributes to exemplary client satisfaction; recognizes business opportunities and surfaces them to leadership; leads technical components of proposals; participates in pitching as a subject matter expert.
- Delivery Leadership:
- Lead delivery across active engagements, serving as the senior client-facing point of contact and final reviewer on deliverables.
- Oversee state-scale program evaluation engagements, including evaluation design and implementation, multi-site evaluation architecture, metric development and readiness assessment, and performance reporting.
- Lead or oversee public health data modernization engagements, including data strategy, HIE integration advisory, data governance design, data quality frameworks, and capacity-building for public health data staff.
- Identify delivery risks early and escalate to the practice lead with proposed mitigations.
- Contribute to after-action reviews and knowledge capture at project close.
- Account Management & Business Development:
- Serve as the primary account manager for standing client relationships - the point of contact when clients want to discuss what comes next, not just what is active.
- Provide the technical and methodological substance for proposals: shape technical approach, contribute to budget and pricing, and author or co-author proposal sections.
- Participate in go/no-go decisions as the technical voice, assessing feasibility, capacity, and fit.
- Identify and pursue organic growth opportunities within existing client relationships.
- Partner with the Senior BD Advisor on pursuits they source, contributing technical grounding without taking on day-to-day sourcing or pipeline administration.
- Thought Leadership & Practice Development:
- Supervisory Capacity: Actively build the capacity of junior and mid-level staff through structured mentorship, skills coaching, and deliberate stretch assignments.
- Develop and maintain a thought leadership platform relevant to state-scale evaluation and/or public health data modernization; present at a minimum of one relevant conference per year (NACCHO, ASTHO, APHA, AEA, PHII Data Summit, or equivalent).
- Author or substantively contribute to capability statements, case studies, and methodology briefs.
- Participate in MEQI practice leadership meetings and semi-annual strategy reviews; contribute pillar-level intelligence to collective strategy, pipeline, and resourcing discussions.
- Other duties as assigned in support of BME's mission and client commitments.
Experience, Qualification, & Skills- Master's degree or higher in Public Health, Epidemiology, Health Policy, Health Informatics, Biostatistics, or a closely related field required. PhD or equivalent terminal degree a plus.
- Minimum 8 years relevant experience in applied public health, program evaluation, health data systems, or a closely related field, with at least 4 years in a consulting firm environment.
- Minimum of 4 years people management experience.
- Minimum 7 years client-facing experience, including 4 or more in project leadership roles.
- Demonstrated experience supervising and developing staff in a professional services or consulting environment.
- Track record of managing state-level or large-scope client relationships, including budget oversight and scope management.
- Experience contributing to business development, including proposal writing and client relationship development, at a senior level.
- Experience navigating state government procurement environments and multi-party teaming structures a plus.
- Strong analytical abilities across quantitative and/or qualitative methods, calibrated to the pillar's methodological signature.
- Exceptional written and verbal communication skills, including the ability to translate technical content for non-technical decision-makers.
- Skilled facilitator and presenter; comfortable in senior-level client and partner conversations.
- Able to manage competing priorities across multiple engagements and staff without losing precision or accountability.
- Familiarity with public health systems and practices at the local and state level.
- Understanding of evaluation frameworks, quality improvement tools, performance management, and/or public health data modernization depending on pillar assignment.
- Familiarity with federal funding landscapes (e.g., RHTP, PHIG) a plus.
- Ability to work independently and as part of a team in a fast-paced consulting environment.

Work Environment- This is a full-time position based in a home office environment within the U.S.
- BME Strategies in a remote-first organization. This role may require occasional travel to client sites, conferences, or meetings as required.

- The salary range for this position is $99,840 - $162,240 annually.
