Full Job Description
Duties Description The Associate Counsel will provide an array of duties which includes: Providing legal advice and review for insurance programs within the Department of Health, with primary support to OHIP, OALTC, and NYSOH. Assuring quality and consistency of legal opinions provided to key policy makers within the Department and Executive branch. Representing the Department of Health in discussions, agreements, and negotiations with the Executive Chamber, Division of Budget, legislature, other state and federal agencies, and outside stakeholders. Working with Department program staff to draft and review statutes and regulations, and to facilitate the development of health care policies within legal parameters. Consulting with and providing guidance to colleagues within the Division of Legal Affairs on issues related to programs for which the Associate Counsel has expertise. Meeting with and educating other attorneys when necessary. Assisting with litigation as necessary. Strong research and communication skills, legal writing, and time management are essential.

Minimum Qualifications Minimum Qualifications: Law degree from an accredited law school; admission to, and member in good standing, of the New York State Bar; and 4 years of relevant post-bar experience.

Preferred Qualifications: The preferred candidate must possess strong legal skills, and be an excellent communicator, negotiator and advocate. The preferred candidate must have demonstrated good decision-making ability, have good interpersonal skills, and must be able to understand and act as the legal expert on a large portfolio of diverse insurance and health-related topics. Experience with health insurance or managed care law, Medicaid or public benefits law and/or administration, administrative law, state finance law, and regulatory or legislative drafting is desired.
