Full Job Description
Duties Description DUTIES
Under the direction of the OASAS Commissioner, this exempt class position has direct responsibility of the fiscal administration of the Office of Addiction Services and Supports. The incumbent supervises Directors of Financial Administration and Bureau Directors who are responsible for budgeting, revenue management, financial administration, and capital management.

The Associate Commissioner is a policy making position, with responsibility for carrying out policy initiatives in accordance with the Commissioner's broad guidelines. As a member of the Commissioner's cabinet, the incumbent plays a critical role in carrying out the mission of the agency. The incumbent:
• Directs the development and execution of the office's state operations, local assistance and capital budgets.
• Supervises and directs the general business and administrative functions of the office.
• Provides oversight of fiscal/administrative activities related to Federal and Other Non-State funding.
• Serves as liaison with Federal Officials on Fiscal/Administrative Issues.
• Serves as liaison with State Division of Budget and Other Control Agencies.
The major functions of those units that the Associate Commissioner oversees are as following:
Financial Administration and Support Services
• State aid approval letter/contract processing
• State aid/capital payment processing
• Procurement of Agency goods/services
• Fiscal report/state aid voucher processing
• Grants management and reporting on federal (i.e., SAPT, SDFSCA), categorical, community project and asset forfeiture fund activity
• SFS/LAN systems
Budget Management
• State Operations and Aid to Localities Budgeting Services
• Development and submission of Agency Budget Request
• Budget analysis
• Liaison with Legislative analysts, Division of the Budget and other State agencies with regard to budget issues
• Implementation of enacted budget, including spending plan development and reporting
• Cash management PIA FSS/ Credential and Methadone
• Registry revenue management CFRS/ALFS Systems
• Assess, develop and administer non-State financial resources
• Ensure fiscal compliance with Federal Grant restrictions, conditions and requirements
• Legislative initiatives
Capital Management
• Develop and manage major capital projects
• Develop and manage minor rehabilitation projects
• Development, analysis and implementation of Agency Budget Request
• Spending Plan development/implementation
• Cash management
• MCFFA Bonding and Debt Service
Medicaid and State Aid Rate Setting
• Develop new rate setting team
Consolidated Fiscal Reporting
• Oversight of the Consolidated Fiscal Review Unit established to evaluate all annual provider submissions to properly reconcile OASAS net deficit funding
• Provide project management oversight with a hired consultant to assess the Addiction Net Deficit Financing and develop a new methodology to provide community providers with about $600 million in state aid.

Minimum Qualifications Twelve (12) years of progressively responsible experience in the fields of financial administration, budgeting and/or capital management. At least three (3) of these years must have been in a managerial capacity. An associate's degree may substitute for two (2) years of experience. A bachelor's degree may substitute for four (4) years of experience. A master's degree may substitute for five (5) years of experience. A J.D. may substitute for six (6) years of experience. A Ph.D. may substitute for seven (7) years of experience.
