Description Under the direction of the Town Engineer or his designee, develop construction plans and specifications including field survey, drafting, and construction layout; oversee and inspect public and private construction projects; review and inspect private and public construction plans and sites; meet with the public, Town staff and board members to explain departmental policies and procedures; and assist in maintaining and updating department records and maps.
Responsibilities - In a project leading role, perform field survey work; design, plan and specify competitive bids; prepare field layouts; provide supervision for construction of water and sewer mains, surface water drainage systems, and roadway rebuilding.
- Conduct research, field survey and preparation of plans and documents for easements, betterments, street layouts and Town-owned properties.
- Meet with owners, contractors, developers, surveyors, engineers, Town staff and others to explain applicable codes, policies and procedures related to their projects. Respond to inquiries in the office or on the telephone.
- Maintain engineering records and maps, including GIS Coordinates.
- Review a variety of plans from the public for privately funded construction, street opening permits, subdivisions, industrial and commercial construction, utilities and related proposals to ensure compliance with relevant codes, policies and procedures.
- Inspect private construction sites for compliance with relevant codes, policies and procedures. Inspect various public and private utility projects for compliance and construction in accordance with DPW specifications.
- Mark out existing utilities in the field.
- Update various Town maps and records.
- Perform related duties as required.
Qualifications Skills, Knowledge and Abilities- Ability to analyze technical issues and to develop relevant and realistic plans, programs and recommendations.
- Knowledge of the principles, practices, regulations and laws related to civil engineering and surveying in the public sector, and ability to apply such standards to individual situations.
- Knowledge and experience in construction, materials and operations associated with roads, sanitary landfills, water systems and sewer systems.
- Ability to supervise DPW and private contractor work crews.
Education and ExperienceDuties require bachelor's degree in civil engineering with knowledge of technical engineering and/or construction policies, standards and procedures; 3 years of progressively responsible related experience; or any equivalent combination of education and experience.
Supplemental Information Supervisory ResponsibilityPeriodic interns and public and private work crews.
Physical Elements- Frequent periods supervising or inspecting non-office environments.
- Regular periods spent outside, requiring exposure to weather conditions.
- Frequent periods spent standing and walking; occasional requirement to climb or sustain uncomfortable physical positions.
- Light lifting and carrying of work materials, including files, surveying equipment and other testing devices.
- Subject to regular interruptions to handle emergency situations.
- Some travel within Town and to neighboring towns.
- Ability to withstand industrial noise and fumes associated with outdoor construction projects.
