Full Job Description
The Assistant Village Manager is a key member of the Village Manager's Office and serves as a strategic leader responsible for advancing organizational priorities, enhancing community engagement, and supporting the effective delivery of municipal services.

Reporting to the Deputy Village Manager, this position oversees Village-wide communications, public information initiatives, special events, cable television operations, solid waste and recycling programs, and development review activities. The Assistant Village Manager conducts research and analysis on complex municipal issues, develops recommendations for executive leadership and elected officials, and leads cross-departmental initiatives that support the Village's strategic goals.

KEY ESSENTIAL FUNCTIONS:

  • Provides administrative leadership and strategic support to the Village Manager, Mayor & Village Board, various Boards and Commissions, and departmental leadership in advancing Village goals, initiatives, and operations.
  • Oversees and coordinates all Village communications, including social media, websites, newsletters, cable television, digital media, and public outreach programs to ensure consistent messaging and transparency.
  • Supervises and develops assigned staff, establishes performance expectations, delegates responsibilities, provides coaching and accountability, and fosters a collaborative and customer-focused work environment.
  • Leads the Village's Communication and Rapid Response (CARR) team, monitoring public sentiment, community concerns, and emerging issues while developing timely and effective communication strategies, and providing guidance and training to communications staff in all departments.
  • Supervises the Special Events Coordinator, in addition to overseeing the coordination, and execution of Village-sponsored special events.
  • Provides staff support to the Plan Commission, including agenda preparation and meeting administration, while coordinating with developers, property owners, consultants, and Village departments on annexations, rezonings, subdivisions, special uses, and other development review processes to ensure compliance with Village regulations and objectives.
  • Oversees the Village's cable television operations (EGTV), telecommunications initiatives, franchise agreements, and related committee support functions.
  • Manages the Village's solid waste and recycling contract, programs, and services.
  • Develops and administers assigned department, board, commission, and special fund budgets.
  • Responds to resident inquiries and service requests, coordinates resolutions with operating departments, and ensures exceptional customer service.
  • Performs special projects and other related duties as assigned.


EDUCATION, EXPERIENCE, AND TRAINING: Bachelor's degree in Public Administration, Business Administration, or a closely related field is required. A Master's degree is strongly preferred. Three (3) to five (5) years of progressively responsible experience in local government, public administration, communications, or a related municipal field; some supervisory experience is preferred but not required.

HIRING RANGE & SALARY: The hiring range for this position will be $115,203-$133,346, depending on education, experience and training, with a total salary range of $115,203 - $156,438.

HOURS OF WORK: This is an exempt, full-time, in-office position working regular hours of Monday through Friday from 8:30 a.m. to 5 p.m. (37.5 hours per week). This position also requires regular attendance at evening Village Board, Plan Commission, and community meetings, as well as occasional weekend, special events and activities. Additional hours may be required as necessary to fulfill the responsibility of the role.
