Description
Under the direction of the Town Engineer lead and participate in DPW survey work; prepare engineering designs, specifications, and cost estimates for public work projects; administer related contracts and inspect related construction projects; and assist the Town Engineer in directing the activities of division members administering or inspecting construction projects.
Responsibilities
  • Participate in DPW survey activities, prepare related calculations and field records; conduct deed research; consult with other town departments regarding survey needs; and maintain liaison with private engineers and surveyors retained by the Town.


  • Direct a field survey crew, design and prepare specifications, layout and inspect various public works construction projects for water and sewer mains, surface drainage and roadway rebuilding.


  • Provide technical assistance to other town departments, boards and commissions. Research plans and records for municipal properties, review submissions for public works related projects.


  • Provide information and assistance to the general public.
  • Assume the duties of the Town Engineer in the absence of the Town Engineer and Capital Improvements Program Manager.


  • Perform related duties as required.


Qualifications
Skills, Knowledge and Abilities

  • Ability to analyze technical issues and to develop relevant and realistic plans, programs and recommendations.


  • Thorough knowledge of the principles, practices, regulations and laws related to civil engineering in the public sector, and ability to apply such standards to individual situations.


  • Considerable knowledge and experience in construction, materials and operations associated with roads, sanitary landfills, water systems and sewer systems.


  • Ability to supervise DPW and private contractor work crews.


  • Ability to fairly, tactfully and impartially obtain contractor compliance with project plans, specifications, standards, schedules and budgets.


  • Knowledge of computer applications for general office including word processing, spreadsheet and databases as well as selected specialized engineering programs.


Education and Experience

Duties require a Bachelor's degree in Civil Engineering; knowledge of technical engineering policies, standards and procedures; Five years of progressively responsible related experience; certification as an engineer in training or surveyor in training; or any equivalent combination of education or experience.

Registration as an Engineer in Training in the Commonwealth of Massachusetts is required, registration as a Professional Engineer in the Commonwealth of Massachusetts is preferred
Supplemental Information
Supervisory Responsibilities

Assist in providing daily direction to DPW crews performing public works construction and maintenance activities.

Physical Elements

  • Frequent periods supervising or inspecting non-office environments.


  • Regular periods spent outside, requiring exposure to weather conditions.


  • Frequent periods spent standing and walking; occasional requirement to climb or sustain uncomfortable physical positions.


  • Light lifting and carrying of work materials, including files, surveying equipment and other testing devices.


  • Subject to regular interruptions to handle emergency situations.


  • Some travel within Town and to neighboring towns.


  • Ability to withstand industrial noise and fumes associated with outdoor construction projects.
