Basic Function

Under the direction of the Superintendent/President, the Assistant Superintendent/Vice President of Student Services serves as the Chief Student Services Officer and leads the planning, development, and implementation of student support programs. The Vice President/Assistant Superintendent of Student Services provides leadership, direction, and support in delivering student support programs and services; assumes responsibility for personnel and personnel practices in student services areas; oversees operational services and activities; and works effectively with outside agencies. May assume the responsibility of the Superintendent/President in the absence of the Superintendent/President, in accordance with Board Policy 2432.

Minimum Qualifications

Education and Experience:
• A master's degree from an accredited college or university; doctorate degree preferred, AND
• Three (3) years of increasingly relevant management experience in an institution of higher education, AND
• Demonstrated cultural sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability and ethnic backgrounds of community college students, faculty, and staff.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES:
1. Provide overall leadership in planning, organizing and directing the student activities and functions of the District; assure the effective and integrated operations of Student Services programs. E

2. Provide overall leadership in planning, organizing, and directing the area of Student Services. E

3. In collaboration with the Assistant Superintendent/Vice President of Academic Affairs, provide leadership for overall program development and the improvement of all Student Services curriculum and instructional activities. E

4. Provide guidance and administrative support to students; process student grievances. E

5. Administer the area budget; recommend budget requests for each fiscal year to the Superintendent/President; assure expenditures are appropriate and within budget. E

6. Supervise and evaluate the performance of assigned staff, interview and select employees and recommend transfers, reassignment, termination and disciplinary actions to the Superintendent/President; review and recommend staffing patterns. E

7. Design, implement and evaluate the effectiveness of Student Services. E

8. Assure accountability for categorical funding; provide audit trails for categorical funds; assure the proper expenditures for meeting the purpose of the categorical programs. E

9. Responsible for developing, implementing and updating a personal professional development plan. E

10. Promote College programs and services and encourage collaboration, teamwork and positive working relationships among all staff. E

11. Promote equal opportunity, student and gender equity to effectively serve the District's diverse community. E

12. Serve on local civic and/or community organizations as a College representative and may serve as a liaison with professional organizations as appropriate. E

13. Responds to and resolves complaints and/or conflicts. E

14. Provides leadership in collective bargaining negotiations and contract administration. E

15. Participates in a variety of campus committees and task forces. E

16. Attends Board of Trustees' meetings. E

17. Makes presentations to internal and external community. E

18. Provides input on issues affecting assigned functions. E

19. Works effectively with the Board of Trustees within parameters established by the Superintendent/President. E

Foreign Degrees

  • Previous experience in a large, public sector higher education environment in increasingly more responsible Student Services roles.


Working Conditions

OTHER REQUIREMENTS:
• As an exempt employee, the incumbent may be asked to work variable schedules. Must be able to travel for meetings and College functions.
• The incumbent must have the ability to get to a variety of locations. This is usually accomplished by driving a vehicle to said locations. If operating a vehicle, the ability to secure and maintain a valid California driver's license is required.

SPECIAL REQUIREMENTS:
Essential duties require the following physical skills and work environment:
• Ability to work in a standard office environment including ability to sit, stand, walk, kneel, crouch, stoop, squat, twist, and lift 20 lbs.; ability to travel to different sites and locations.
